HomeMy WebLinkAbout69-135BOARD OF SUPERV[SORS GOUIVTY' OF BUTTE, _STATE OF .CALIFORNIA' `~ Resolution No. 69- 3.5~ RESOLUTION REGARDING STATUS OF THE WORK INCENTIVE PROGRAM (WIN) WHEREAS, this board is concerned about the major difficulties related to the Work Incentive Program (WIN); and WHEREAS, the County Social Service Department has been able to work closely with the local California Department of Employment offices, but there are serious problems of coordination and planning at the state level; and WHEREAS, the County of Butte has financial responsibilities in connection with funding the program training costs, but has no voice in establishing policy; that the county is instructed by the State Department of Social Welfare and the California Department of Employment to expend funds while there is inadequate state staff available to follow up on program progress; and that in effect the county has fiscal responsibility without the power to insure account- ability, NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California, that it take exception to the California Department of Employment operation of the Work Incentive Program with regard to the aforesaid problems; and BE IT FURTHER RESOLVED that the board requests that its Social Service Department be represented at the policy making level in planning and administering the Work Incentive Frogram along with the California Department of Employment and the State Department of Social Welfare so that with the cooperation of all concerned the objectives of the federal Work. Incentive Program may be attained to the maximum degree practicable.
