RESOLUTION SUPPORTTNG THE POSITION OF
LOS ANGELES COUNTY REGARDING AIR POLLUTION
WHEREAS, the Board of Supervisors of the County of Los
Angeles have passed and adopted their Resolution No. 113, which is
attached hereto, and has caused said resolution to be mailed to the
Board of Supervisors of the County of Butte for their consideration,
NOW, THEREFORE, BE IT RESOLVED that this board respectfully
supports the position taken by the Board of Supervisors of the
County of Los Angeles.
BE IT FURTHER RESOLVED that a copy of this resolution be
sent to the Honorable Fred Marler, Senator of the State of California,
and the Honorable Ray Johnson, Assemblyman of the State of California,
and to any other interested parties.
PASSED AND ADOPTED by the Board of Supervisors of the

On motion of Supervisor.Hahn, una.nir?ously carried (Supervisor Debs
oeing temporarily absent}, it 'is o'rd~_red that the. folloi~ring resolution
be and it is hereby adopted.:
4TfiEREAS, cities, counties and other units of government have in
the past, united in common interest against violators of the Sherman
- Antitrust Act, including canerete and steel-pipe manufacturers and
electrical equipment manufacturers, resulting in refunds from over-
charges from price fixing and the imprisonment of presidents of
several companies for lava violations; and
WHEREAS, the County of Los Angeles ha.s been fighting all forr,.s of
. air pollution since 1953 and, because the automobile industry is the
major contributor to air pollution, has repEatedly urged and i~rarned
.the presidents of General ATotors, Chrysler, Ford, and American P~?otors
Corporations to equip motor vehicles tivith smog control devices; ar_d
WHEREAS, a Federal Grand Jury was impaneled in 1966 and after
meeting for eighteen months in secret session forwarded its findings
to the Attorney General ;rho brought suit against the major automobile
manufacturers for conspiring, in violation of the Sherman Antitrust
Act, to restrain and delay the development and installation of smog
control devices; and
WHEREAS, since the Department of Justice has petitioned to settle
the case out of cour~; the County of Los Angeles has petitioned to
intervene in the suit against the automobile manufacturers, asking
$100,000,000 damages for injuries to public health and welfare and
the cost of Air Pollution Control:
- NO?!T, THEREfiO~; BE IT RESOLD that the Board of Supervisors of the
•County of Los Angeles urges the governenp bodies of the major cities.
and .counties of the United States to ,join the Cou.~ity Counsel of Los
Angeles, John ylaharg, by f.i.lina. similar petitions to intervene in the
suit; and ,

send representatives to observe the hearing an the intervention
actior. by Los Angeles County which is scheduled to -take place in
the Federal Court at Los Angeles on Oc~ober l3, 1969.
