HomeMy WebLinkAbout69-174BOARD ~DF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA Resolufion No. 6 y' ~7~ RESOLUTTON IN SUPPORT OF AMADOR COUNTY RESOLUTION N0. 1849 WHEREAS, this Board has received and has reviewed with interest Resolution No. 1849 of the Board of Supervisors of the County of Amador; and WHEREAS, said Resolution requests the Joint Interim Committee on Assessment Practice established under Senate Concurrent Resolution No. 65 be requested to expedite its investigation and study so that a report might be forthcoming and an adjustment and correction of assessment and appraisal practice be effected if the study demonstrates that such action be required; and WHEREAS, Butte County is in a comparable position to Amador County with regards to declining assessments on state assessed property, NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California that this board respectfully supports the position taken by the Board of Supervisors of Amador County in their Resolution No. 1849, and respectfully requests that the legislature of the State of California immediately implement the requests set forth in Resolution No. 1849 of Amador County. WHEREAS, Section 14 of Article XITI of the Cor~sLi,t~iti:ate i of the State of California requires that. all property assessed by the-State Board of Equalizatia'n shall be subject to taxation to ! the same extent and i~n the same ma~nn.er as other property, and • t i WHEREAS, studies heretofore have been made indicating.a j variance in assessing practices between the counties a°nd the state, and between the fiscal year 1958-59 and lgbg-70, tha valuation of the property upon the secured roll of .the County of Amador has ', increased from the sum of $8,151,615 to $31,360,630, anti during said period the vahuatio'n of the Public Utility roll assessed by the State Board of Equalization has decreased from-the sum of $26,879~35o to $21,762,630, a'nd WHEREAS, there appears to be •no acceptable esp]_a:nati.~~ii as ~,to the wide variance between the local val•uatio~n and assessment. of ~ property a•nd that of the State Board of Equaiizatio'n, and WHEREAS, no satisfactory explanation of. such variance and discrepancy he.s been forL-licoming from txzose charged witYz the vale- atzorx and preparation of the respective. rolls, and WHEREAS, during said .period of. time, i~nflatian and ~1,1~~~~•~=~ti:ot~ of values has been consistently upward, and WHFR~'!1S, g~~ad oEwernrnent requires that all taxpayers within the State of California be equitably assessed so that'n~ ui,j~ast tax burden fall on any particular.gxoup, industry, corpora- " ti.bn or persons, a'nd -WHER.F~]S, Aen~te Cori~•ttrrent Resolutio.~ No. 65 relating to the creatiori of the Joint Committee on Assessrrtent. Practices sets ,.forth reasons why the assessment ~iractices of local Assessors and the State Board ~~P Equalization and appraisal practices of the State Board of Equalization should be studied a•~id analyzed.. NOW, THEREFORE,. BE "IT'RRSOLv"ED, by the, Board of. BE IT FURTHER RESOLVED., that the legislature be requested _ / to make further a•nd a1.1 necessary appropriations to permit said Joint Interim Committee to make a detailed, thorough, and complete ...study and analysis of assessment practices as conducted by the local- assessors and the State Board of Equalization a'nd to determine if there is any variance betwteen the assessment practices of the State Board of Equalization a•nd the practices o.f local assessors, and to make the necessary and 'proper recommendations to adjust and correct any inequities, if any be found. '~, BE IT FURTHER RESOLVED,-that 'until such time as a report may be made by the said Joint Interim Gommittee that a detailed-and itemized assessme~ut-roll. showing the full market value and the assessed values far the utility properties within the respective counties be furnished the County Assessors and the Board of S~uper~ i visors of the respective ce•unties, together with a full and complete set of rules and regulations of the State Board of Eq'ualizatio'n :,T,~,W i*~~ tine method and procedures adopted by said Berard in arriving at said ma.rkat a•nrl assessed valuation of utility ~oroperties within each .co~znty. ..~ .
