Kesolution No. 189
RESOLUTION OBJECTING TO AND PROTESTING THE
PROP05ED FILING FEES FOR SEWAGE AND SOLID
WASTE DISPOSAL FACILITIES BY THE STATE WATER
RESOURCES CONTROL BOARD
WHEREAS, the State Water Resources Control Board proposes
to enact a series of filing fees for the installation and modifi-
cation of private and public sewage and solid waste disposal
facilities; and
WHEREAS, the proposed levies would discriminate against
the construction of septic tank installations and would also
impose substantial assessments upon the County of Butte for its
county maintained solid waste dump facilities; and
WHEREAS, the County of Butte administrative staff has
and is performing a thorough and competent job of controlling
and operating waste disposal systems for the maximum benefit of
all people who are influenced by the great water resources generated
in the County of Butte, which services would be seriously threatened
economically by the proposed levies; and
WHEREAS, the net effect of the proposed filing fees would
be to impose serious hardship on the efforts of the County of Butte
to create a viable and growing economy, as well as further erode
the effectiveness of local control of our immediate needs,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors
of the County of Butte, State of California, as the public body
most directly responsible for the health and safety of the
residents and visitors in the County of Butte, hereby vigorously
object to and vehemently oppose the sewage and solid waste disposal
levies proposed to be imposed by the State Water Resources Control
Board, since such duplicating levies will discourage healthy and
necessary growth and thereby deprive the County of Butte of one of
its basic sources of the income necessary to support the resident

and large transient recreational population which benefit from"
this county's resources; and
B& IT FURTHER RESOLVED that the County Clerk is directed.
to forward a copy of this resolution to the Governor of the State
of California, the. executive officer of the State Water Resources
Control Board, -the Boards of Supervisors of each county abutting
the County of Butte, and each publicly elected state official
representing the County of Butte.

of Butte, State of Califorriia, this 25th day of November, 1969, by
the following vote:
