to pravide funds for h.ighway facilities, and
WIiEREAS, the gasoline tax is a special tax over and above
general taxes levied upon motorists, and ~t would be unfair
and inequitable to use gasoline taxes for other forms o~
transportation or general ~uxposes, and
WHERFAS, Cal.ifornia's excellent system of f reeways and
highways is of vztal importance to business, in.dustry, and
the entire economy and future development of California, and
WHEREAS, the California Freeway and Expressway System
adopted by the Legislature in 1959 is less than fifty per cent
complete, and
WHEREAS, the California Highway Commission has already
budgeted monies from automobile registration fees for smog
research programs, and
WI~~REAS, the Legislature or the Highway Cornmission
WITI~OUT A[~TY AM~NDMEI~T TO ARTICLE XXVZ QF TI~E CAZIFORNIA
CONSTITUTION may budget further subsfantial amounts for smog
purposes from Motor Vehicle Registration Fees.
NOW, Tf~EREFORE, BE IT RESOLVET]~ that ~3utte Count
soard of supervisors supports the provision of Article ~X~l'I
of the California Constitution which protects gasoline tax
£unds against diversion to o~her than highway purposes, and uxges
that no amendments.be made wh.ich would change such Constitutional
provision.
FURTH~R, that the Butte County Board of Supervisors
urges ~he California State Legislature to budget monies already
available ~rom Motor Vehicle Registration Fees to accelerate
the smog research programo
