RESOLUTION REGARDTN~ PLANS FOR WATER. RESOURCES D~VII,OPMF,NT
IN COTT6PFWOOD CREEK BASIN

2 WHER.EAS~ the U. Sa Army Corps of Engineers has developed a pxoposed
3 plan for Water Reso~r.~es Development in th.e Co~tonwood Creek Basizi loeated in
4~ehama and Shas'ta Counties and upstream from Butte County; and
5 WHEfiEAS~ said plan would cansist of two dams an.d reservozrs~ one at '~he
6 Du-~eh Gu1ch site on the NorGh and M9.dd1e Forks o~' Go~'~onwood Creek and the second
7 at the Tehama site on the South k'ork of Cottonwood Creek and on Dry Creek; and
$ WI~REAS~ Cottonwood Creek is the largest uncontrolled tributary in the
9 Upper Sacramento River Basin with mean annual run o~'~ a.n the order of 560,000
~~ acre-feet per year and with flood £lows on Janua.ry 2~.~ 19`70, in the order of
11 ~9~ooa cubic ~eet per seeond; and
12 WI3EREAS, ~the County of Butte lies downs~ream from the Go~tonwood Creek
~3 Basin and adjacent to ~he Sacramento River for a distance of approximately ~'orty
l~ miles; and
15 Wf3EREA5~ the County of Butte has suffered severe losses of agr~cultural
16 ~ands and crops and destruction of a portion of its road sys~Ee~ adjacen~ to the
1~ Sacramento River dne to liank erosion and overflow from said river; and
lg WHEREAS, the Water Resources Development P1an as proposed by the U. S.
19 Army Corps of Engineers in the Cottonwoad Creek Basin appears~to be economically
20 feasib~.e and mvltiple puspose in scope~ providing for both in-basin arzd Sacramen o
21 River flood control~ water supp~.y development £or local service area as well as
22 export use, and state-wide recreational use~ and providing Por the enhancement
23 of the environmental resources within the l~in;
24 NOW, THEFtEF~RE, BE IT RESOLVFD ~hat the Board of S~zpervisors of the
~g Connty o£ Butte takes the ~'ollowing action:
26 1. Endorse the concep~s of ~he proposed plan since the plan is
2~ multiple purpose in scope and will provide both in-basin a~d out-
~$ of-basin flood con'trol, water supply and recreational benefits,
29 while still protecting the environmental resources of the area,
30 z, Urge the comple-tion of the required reports and reviews by the
37' U. S. Army Gorps o#' Engineers and the required funding by the
~2 I appropriate legislative bodies in order that the development plan
I
migl~t be implemented at ~Ehe earlies~t possible date.
