225 of H.R. 17550
WHEREAS, this Board is concerned with the need for skilled
nursing home care for the residents of the County of Butte, and;
WHEREAS, this Board has been ful~y advised regarding the
proposed amendments to the Social Security Act as contained in
H.R. 17550 as amended; and
WHEREAS, Sectian 225 of H.R. 17550 contains a provision
which automatically reduces skilled nursing home benefits after
the first 90 days of care without regard to the medical need
for such services; and
WHEREAS, 5ections 233, 235, and 238 of H.R. 17550 contain
provisions which can serve to determine the need for extended
care at skilled nursing homes and to rev~ew ~he status of patien~s
in such homes, thereby allowing the administrators of said program
to utilize a medical need basis for reducing or terminating such
assistance.
NOW, ~HERE~ORE, BE IT RESOLVLD, by the Board o~ Supervisors
ot the County of Butte that the provision in Section 225 of
H.R.17550 which arbitrarily reduces financial assistance for
placement in skilled nursing care facilities based on the passage
o£ time, rather than on the medical need for such services,
is inimical ~o the best interests and welfare o~ the beneficiaries
of the Social Security Act and should therefore be deleted.
BE I~ FURTf-IER RESOZVED that proper planning and utiliza-
tion review provisions can adequately control the problem of
improper placement and at the same time assure that no eligible
recipient in need of skilled nursing home care shall be deprived
of said care.
BE IT FURT'HER RESOLVED that copies of this resolution
be forwarded to Honorable Harold T. "Bizz" Johnson, Member, House
of Representatives; Honorable Gearge Murphy, United Sta~es Senator;
Honorable Alan Cranston, United States Senator; The Honorable
Elliott L. Richardson, Secretary, Health, Education and:Welfare,
A~tn: John J. Veneman; Honorable Russell Long, United States
5enator, Senate Finance Committee; Rober~ Martin, Director,
` Caiifornia Department of Social Welfare and sucn other parties
as the Board may direct.
