requires the costs of lands, easements, and rights-of-way for
federally financed flood control projects to be borne by the
State of California, and;
WHER~AS, this policy has been in effect ~or some
twenty-five years, and has px~oven equitable during that time
since projects relating to flood control have statewide benefits,
and;
WHEREAS,proposed Iegislation is now being considered
by the State which could shift a large por~ion of the costs of
lands, easements, and rights-of-way of federall,y financed flood
control projects to the local taxpayer of the County".in which
the project is located, and;
WHEREAS, this legislation could have the detrimen~al
effect of either curtailing or delaying many much needed flood
control projects because of the local inability to finance the
required costs of lands, easements, and rights-of-way.
NOW,THEREFORE, BE IT RE50LVED by the Supervisors of
the County of Butte that the following action be taken:
1. The Board o~ Supervisors appose Senate Bi11
495 pxesently being cons~.d.ered by the State ~.eg~.slature.
2. The Board of SupervisQrs oppose in principa~ any
Iegislation which would have ~he eff~ct of shifting
the burden of costs of lands, easemen.ts, and righ~s-of-
way of federally financed flood control projects to
the taxpayers of the counties in which the project is
located.
