HomeMy WebLinkAbout70-158RES4LUTION TN OPPOSITION TO THE EARNED INCOME EXEMPTION EMPLOYED ~N TEiE ADMINTSTRATION OF AFDC PUBLIC ASSIST.A~IC~ WHEREAS, tl~is Board has previously expressed its opposition to the "earned income" exemption presently contained in federal and Sta~e AFDC regulations; and WHEREAS, ~he Board of 5upervisors of tkze County of Ventura, on ,Tvne 16th, 1970, adopted a reso~ution opposing the continuance o~ the said "earned income" exemption; and WHEREAS, the said "earned in,come" exemption was intended by the United States Congress to provide a work incentive to employable AFDC recipients in order to encourage said recipients to ~ecome self-sufficient and free from dependency on public assistance; and WHEREAS, the said "earr~ed income" exemp~.ion has failed to encourage such self-sufficiency and has, in fact, resulted in raising the income levels of many .A.FDC recipients above that of many similarly situated persons not eligible for pub~ic assistas~ce; and WHEREAS, the sa3d "earned income" exemption has also produced "rich" and "poor" classes of AF'DC recipients as a result of the technical, axtificial, arbitrary and cumbersome concepts of "need" contained ~hereino NOW, THERF.FORE, BE IT RESOLVEA that this Board. rea~firm its prior objection to the use of any "earned income" exemption in the administration ot AFDC assistance. BE IT FURTHER RESOLVED that this Board concurs in and supports the position of the Board of Supervisors of the Cour~ty of Ventura as e~ressed ~n its resolution of Jus~e 16, 1970, on this sub j ect o BE IT FUI2THER RESOLVED that the C1erk of the Board is hereby directed to distribute copies o~ this resolution to the Uni:ted States Department o~ Health, Education and Welfare, Senator Geo.rge Murphy, Senator Alan Cranston, Congressman Harold Johnson, the State of Californxa Hvman Relations Agency, Governor Reagan, Assemblyman Ray Johnson, Senator Fred Marler, the Board ot Super- visors of the several counties of California, and the County Supervisors Association of California, PASS~D AND ADOPTED by the Board of Supervisors of the County of T3utte this 25th day of August , 1970, by ;the follo~ring vote: AYES: Supervisors Howsden, hiaxon, McKa.llop, Reynolds and Chai~rman Aunaway NOES: None ABSENT: None ~~ /l ~`~-.
