HomeMy WebLinkAbout70-183it~~- il^if/, .. ~ ~2eso~ufion No. 70-18 RESOLUTION RECOMMENDING CHANGES IN WELFARE ADMINISTRATION WHEREAS, this Board has been concerned for some'time over ~he unnecessary expense involved in the administration of the various welfare programs, ~ WHEREAS,;:::these unnecessary administrative expen.ses have been created by various legislative ac~s and court decisions thereon as well as unnecessarily complicated welfare regulations, both Federal and Sta~e, WI~F.~2EAS, the net result of the overly burdensome ra~elfare administrative costs have, as a practical matter, d~ained funds that should be available ~or the destitute, including the aged, infirm and c1~ildren. WHEREAS, this Board wishes to go on record in making constructive recommendations for the administrGtion of the welfare program. NOC~, THEREFORE, BE IT RESOLVED by this Board of 5upervisors that this Board respectfully submits to appropriate Federal and State authorities tkze follow~ing recommendations: 1. Elimina~e the maxi~num participation base. 2. Eliminate special need allowances. 3. Eliminate $30.00 and one-third of gross income deductions. 4. Establa.sh a flat grant that would ba variable on the ne~mbers and ages, and sex of the family. Thzs Board respectful~y submits the reasons for th.e above recommendations as follows: 1. The above recommendations will c~eate considerable savings in the administration of the program as demonstrated in Exha.bit "A" which is attached hereto pextaining ta tne AFDC program, and Exhibit "B" which is at~ached hereto as pertaining to the OAS program. The flat grant program and elimina~ian of the maximum par~icipation base would tend to create equality of treatmen~ of all welfare recipients, would elimina~e abuses to a znajor extent, such as where i~dividuals with income $800 to $900 per month continue on welfare, and serve as a true incentive to the welfare recipients to eventually_xemove the recipient from the welfare rolls. 2. If the maxzmum participation base were eliminated and a new total need figure established in all categorical aids a~ a figure which would be based on the current' need figure plus the average of a11 current special' need costs, the department could then establish at anset a gran.t amount which wo~ld rarely need to be chan.ged. The only remaining i.nfarmation which would be essential monthly and wha.ch would result in a budget change would involve income and/or change in number of eligible needy in the household. This would eliminate a potential of 30 individual changes ~ontr~iy in a single budget. The basic philosophy of supplying welfare to the needy i.n cash rather than in kizzd is to teach the recipient to use wisely the funds he is given in a known regular maximum amount monthly. Without the special need ' provision and with this adjusted amount of aid, he woul.d be forced to develop proper economic habits. As an illustrati.on, see Exhibit "C" attached hereto. 2. 3. Exhibit "D" as attached hereto deomonstrates the ineq~ality of the present program, Exhibit "D" being the budgets of two actual cases in our wel~are department, each case involving a deserted wife with two minor children of equal age. The elimination of the maximum participation base an~ the special needs allowances, as w~11 as the $30.00 and one-third deduction of gross income, would allow an increase ~or a~lat grant to both cases demons~rated xn - Exhibit "D" and thus, truly create an incentive to the individuals concerned to seek and~ retain employment. 4.
