removed the local merit system option for Pui~l.ic Health and Mental
Health workers, and

WI3EREEIS, the S~a~e Legislat~re has transferred the Welfare ~
Merit System from the S~a~e Department of Sociai WeI£are to the
State Personnel. Boa~'d and expanded authority of the State Personnel
Board to involve the administration of a merit system for county
Public Health and Mental Health workers; and -
WHEREAS, st~.ch federally mandated merit systems restrict
Iocal control and the authority of counties to develop and
administer local personnel programs;
NOW, THII2EFORE, BE IT RESOLV~D BY 'IT~.IS BQARp:
lo That we view with alarm the increaszng encraachment
of federally mandated personnel standards ove~ covnty workers.
2. That we respectfully oppose further expansion of
federal or state personnel regulations and standards over county
workers.
PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 20th day of October ,
1970, by the following vote:
