Boa~'d and expanded authority of the State Personnel Board to involve the administration of a merit system for county Public Health and Mental Health workers; and - WHEREAS, st~.ch federally mandated merit systems restrict Iocal control and the authority of counties to develop and administer local personnel programs; NOW, THII2EFORE, BE IT RESOLV~D BY 'IT~.IS BQARp: lo That we view with alarm the increaszng encraachment of federally mandated personnel standards ove~ covnty workers. 2. That we respectfully oppose further expansion of federal or state personnel regulations and standards over county workers.
