, RESOLUTION IN OPPOSITION TO FEDII2AL 115% LIMITATION,
FEDERAL YEAR ].970, OF WELFARE ADMINISTRATIVE COST
WHIItE,AS, this Soard h.as been made aware of the proposed limita-
tion of federal parti.cipation to 15% over the 1970 administ~ative
cost pertaining to welfare,
WHEREAS, at the same time various federally mandated programs
have been added to the we~.fare program, as well as various rege~la-
ta.ons wh~ch of themselves tend to increase aciministrative costs,
WHII~EAS, the limitation of administrative cost will not have
the desired effec~r of l.owering these costs to all taxpayers, but
rather wi11 simply lnave ~.he effect of transferring the burden from
the federal goverzunent to the county taxpayer.
NdW, THEREFOR~, BE IT RESOLVED that this Board:
I, Strongly opposes any limitation placed on federal partici-
pation or any endeavor by the federal governmenfi to place their welfare
cost into a closed-end bu.dget at the same time that they require tte
state and local government to cantinue with open-end budget; and
respectfully su.bmit that the Senate Committee on Appropriations Report
No. 91-1335 of October 13, 197~, should be reversed.
