increasing County budget, which increases are caused for the most
part by various mandated programs, Federal a~d Sta~.e,
WHEREAS, the Coun.ty portion of these cos~s must be
borne primarily by the property taxpayer,
~ WHEREAS, a revenue sharing program would enure ~.o the
benefit of a11 taxpayers of our County and especially to those who
are retired and are on a fixed income.
NOW, THEREFORE, BE TT RESOLVED by this Board of Super-
visors as follows:
l. That this Board strongly endo~ses a national revenue
sharing program that would contain the following basic principles:
a. An automatic annual appropriation o~'a designated
portion of federal income tax revenues.
b. Annual distribution to the 50 states according to
a clear formula based primarily on population.
e. A mandatory and equitable pass-through of funds
from each state to i~s 1oca1 genexal purpose
governments, spelled out in clear formulas.
d. Inclusion in the pass-through of all general-purpose
~ local governments.
e. No program or project restrictions on the use of
the funds.
2. That a copy of this Resolution be sent to th.e
Honorable Harold "T" Bizz Johnson, Member of the House of Represen-
tatives, Honorable Alan Cranston, United States Senator and
Honorable George Murphy, United States Senator and to such other
parties that the Board may direct.
