CALIFORNTA INAUSTRY TO CONSTRUCT THE Il~IGINE FOR THE
SPACE SHUTTT.,E PROGRAM
WHEREAS, jobs in Northern California have tailed to keep
pace with the regzon's growth; and
WHEREAS, the economy in many Northern California communities,
particularly those in which contractors and suppliers to the space
industry are located, is in desperate need of a stimulus; and
WHEREAS, the general economic slowdown has resulted in the
layoff of thousands of professional and cra~t employees who are
willing and ar~ious to work; and
WI3~.REAS, America's space technology is a vibrant force that
provides many economic and social spin-offs that benefit America's
economy and prestige; and
WHEREAS, the Space Shuttle, designed to put men and materials
in~o space with reusable vehic~.es, effecting billions of dollars of
savings when compared with the expendable space vehicles, has top
priority in Anterica's space program; and
WH~R~AS, work on the Space Shu.ttle Main ~ngzne will bring
$500 million in jobs, goods and services that tai~.l provide purcl~asing
power to boost the Norrhern California economy; and
WHEREAS, the required ~adre of space engineers and scientists,
manu~'acturing and test facilities, necessax~y to do a high performance,
cost ef£ective program are located in Northern Califox.nia; and
WHII2EAS, other areas of the country are actively competing
for production of the Shuttle vehicle and launch site facilities,
work on the Space Shu~tle Main Engine provides the only opportunity
for Northern California to gain a proportional share of the jobs and
economic benefits accruing from the Space Shuttle program; and
WHEREAS, when a11 other factors appear equal, it is f ederal
procurement practice to take economic conditions into cansi.de~ratian.

NOW, THEREFORE, BE I'~ RESOLVED:
The Board of Supervisors v.rges the citizens of Butte County
to provide alI possible support to assure the work on the Space
Shuttle Main ~ngine be done in Northern ~alifornia.
PASSED AND ADOPTED by the Butte County Board of Supervisors
this 15th day of June , 1971, by the fallowing vote:
