RESOLUTION AUTHORIZI~FG EXECUTTON dF APPLICATION TO
CCC,T FOR GRANT
WHEREAS, the California Coc~ncil on Criminal Justice
may cansent to review for possible ~unding the project submitted ~
by the County o~ Butte referred to as Paradise for Youth: A
Model Community Plan for Total Youth Involvement - Grant ~k0306.
WHEREAS, the Bosrd of Trustees of the Paradise
Rec~eation and Park District has requested this Board to apply to
the California Council of Criminal .Tustice for funding for tha
sai d pro j ect ,
WHEREAS, this Board has already ~ecognized the need
for the said prograzn by adoption of Resolu.tion 71-I16.
NOW, THII2EFORE, BE IT RESOLVED tha~ the Chairman of
this Board is directed to execute on behalf of the County of Butte,
the application for grant for law en~'orcement purposes and special
conditions attached theretoo
BE IT FURTHER RESOLVED, that the applicant agrees to
provzde the required matching funds to said project.
BE IT ~'ITRTHER RESOLVED that grant funds received,.
hereunder shall not be ~sed to supplant on-going 1aw enforcement
expenditures.

Ti~e purpose of this project proposal is to p7an and deve7op a program of recrea-
tional activities that wiii systematically identify and assist a group of poten~
tial prablem yoath. The youth t~~i71 be on the verge of serious conflicts vrith
school and the law and ~t is the in~entinn of the projec~ to change the behavior
and attitudes of ~hese yo~ath and to direct their energies ~oward positive and
productive forms.of activities. Stated in measurable performance terms the pro-
jec~ wil'[:
Plan and implement a program of recreational activities for a selected
group of poten~ial prob7em youth, ages 12-18, wit{~~in the geograph9c boundaries
of the Parad3se Recreation and Park ~istrict, commencing July 1, 3971, that
wi'I1 result ~in a change of behavior as meastared by compared sta-~istica] data.

l~H~REAS the Parad~se Recreation and Parlc District has in
effect a Paradise ~or Ynuth Grant #0306 from the Catifornia Council
on Criminai Justice, and
WHEREAS the ~aradise Recreat'Eon and Park ~isCrict desires
to secure second year funding to continue the ~aradise For Youth
GranC, and
tJHER~AS the Paradise Recreatior~ ar~d Park District needs
the assistance of the honorable Butte County Board of Supervisars
to continue the €unding of saic! grant, and
1~HEREAS this Board may coaperate with the Butte Co~nty
Board of Supervisors and enter into an agreement for th~s purpose
pursuant to the autharity of the Public Resources Code Sectfon
5752.3, and
61~IfREAS the Paradise Recreat~on and Park Di~strict wiil
accept the responsibiiity for any and atl administrat9ve costs
accrued by the Butte County Board of Supervisors, and
WHEREA5 the Paradise Recreation and Park ~istrict intend5
to accept any and al] conditions set ~orth by the California
Councit on Crtminal Justice including the matching contributions.
1~04J THER~FORE BE IT RESULVE~ that the honorable Butte
County Board of Supervisors is hereby requested to make application
to the California Council on Crimir~al Justice for second year fund-
ing to insure continnar~ce of the Paradise For Youth pro~ect, and
BE IT FtlRTHER RES4LVED that upon receipt of said grant
by the BuCte CounLy Baard of Supervisors that our Board a-i'~1 enter
into an dgreement ~~ith Butte County to implement, supervise and
maintain any and all conditions imposed on the County by ths Ca'iif-
ornia Cauncil on Criminal Justice.
Passed and adapted by the Paradise Recreation and Park District Board
of Trustees this 28th day af July 1971 by the following vote:
