hereinafter expressed, does hereby agree to furnish to the State services and materials, as follows:

the State shall reimburse the Contractor quari;erly, in arrears, upon submission of an
invoice in ~~iplicate stating the time period covered, fbr actual expenditures less fees
collected,.detailed by budget categories, in accordance with the budget attached hereto '
provided~ howevex~ 'that the Contractor si~all not exceed by 25°~ or ~1,000, whichever is
less, ar~,y indivz.dual item in the budget; that the Contractor submi~ an explanata.on of
the need for such excess with the claim for reunbursement; and that the total. amount of
