HomeMy WebLinkAbout71-231~ "'' t,? , WHEREAS, the State of California Depar~ment of Public Works pursuant to Section 256 of -~he Streets and Highways Code is making a current review of the California Freeway and Expressway System and ~he State Highwa~ System; and WHEftEAS, it is our understanding such review classif ies a1Z highways, roads and streets on the basis of the kind of travel they are presently serving or are intended to serve in the future; and WHEREAS, the Depar~ment of Public Works of Butte County has given consideration to the functional classification concept as i-~ a£fects $utte County road system: NOW, THER.E~'ORE, BE IT RFSOLVED that the Board of Supervisors of the County of Butte: 1. Does not approve of the concept of using £unctional classification as a basis for determining which roads should be the responsibility of the State and which roads should be the responsibility of the Ci~ies or Counties. The power to designate and define what routes will,be S-~ate Highways should remain with the legislature. However, should the functional classification concept be adopted, provisions should be made to allow the retention of scenic highways and specific access routes to major recreation areas in.the State Tiighway System. Tourism is hig husiness in Calzfornza and the State shouid be responsible for these routes. 2. Objects strenuously to the proposed deletion of State Route 162 £rom State Route 70 to Foreman Creek Road which is the major access route to the Oroville Dam Reservoir, Oroville Dam Visitor Center, Loafer Creek Recreation Area, Foreman Creek Recreation Area, Craig Recreation Area and Potter Ravine. Consideration should be given to the extension o£ S~ate Route 162 to connect with State Rou~e 70 of Quincy. 3. Approves of the inclusa.on of the Skyway between State Route 99 near Chico to conn~ct with State Route 191 in Paradise. la.. ~?.equests inclusion of Forbestown Road from State Route 162 to Yuba County FAS 526 (proposed State Route /~9) into the State Highway System. This would serve as a connecting route between Orovi].le Reservoir and Bullards Bar Reservoir. RESOLUTION RE CONCF~T OF k'[JNCTIOI~AL CI,ASSIFICATION OF $TREETS .AND HICsHWAXS 5. Suggests one road classi£ication sy stem ~or Cities and Gouz~ties. As it exists now we have a Select System along with a Type 2I System (TOPICS Program) and now a Func~ional Class~'ication System is proposed. The sy stem se~ected should be such that laymen and legislators can readily ~nderstand the various categor~es o£ s~reets and roads. 6. Authorizes the Director of Public Works to transmit this Resolution to W. L. Warren, -istrict Eng~neer, State of California, Division of Highways, District III, Marysvil.le.
