use of open fires for the purpose of disposal of petroleum wastes,
demolition debris, tires, tar, trees, wood waste, or other com-
bustible or flammable soZid or liq~id waste, or for meta3~ salvage
or burning of automobil.e bodies after December 31, 1971; and
WHEREAS, Section 39297.4 of the Health and Safety Code directs
the Air Resources Board to permit a city, city and county, or county
to use open outdoor fires for a limited time only, in its operation
of a solid waste dump, upon the finding that because of sparse
population in the geographical area and economic and technicaJ.
difficulties, the solid waste dump should be so operated; and
C~IHER~,P,S, pursuant to State o~ California Air Resources Board
Resolution 71-31 dated May 19, 1971, Butte County submits the
following information, as requested, to justify our request for a
one (1) year extension of time in closing our remaining open burning
dumps.
WH~REAS, in the past year we have closed alI open burning dumps:-
in ~najor populated areas of the County and are hauling this garbage
to our saz~itary landfill located on Neal Road, approximately six
(6) miles sou~h of Chicoo This landfill is currently serving 90`/a of
But~e County's population. Our remaining five (5) di.sposal sites
are located as ~ollows:
lo Butte Meadows Site
Located in mountain area and only populated during summer
months. Has no collection serv~.ceo Serves less than
1Q00 people and receives less than 1 ton o~ garbage per
day. Dump is burnt 3 or 4 times a season,

Mountain area not served by collec~ion service, Snow
in winter months. Serves less than 5000 people and
recexves less than 5 tons of garbage per day.
3, Concow Reservoir Site
Mountain area - no collection serv~ce. Serves less than
2000 people. Receives less than 1 ton of ga~bage per day.
Snow in winter months.
4. Lake Madrone Site
Mountain area. No collection service. Se~ves less than
5000 people and receives less than 5 tons of garbage per
da y.
5. Forbestown Site
Mountain area, No collection service, Serves less than
5040 people and recea.ves l,ess than 5 tons of garbage
per day, Snow a.n winter months>
6. F'eather Falls Site
Pri.vate dump. Mountain area, No co].7action service.
Serves less than 1000 peaple and receives less than 1 ton
of garbage per day.
Butte County is in the p7.anning stage of constructing mini-
type transfer stations a~ the above-listed sites including the
private site at Feather Falls, The money has been approved by the
Board of Supervisors and is included in the 1971-72 fiscal year
budget, Due ~o adverse weather conditions in the winter and spring
monthsof the year, we will probably not complete th.ese sites by
the December 31, 1971, deadline.
Attached for fu~ther information purposes is a plat of Butte
County shocaing the above dump site locations within the County~ and
a plan for installation of future pick up service at said dumpso
NOW, THEREFORE, BE iT RESOLVED that this Board respectfully
requests that the Azr Resources Board grant to the County of Butte

a one year extension to continue open burning on the six (6) dump
sites set forth above.
