EM[RGCNCY Eh1PLOYMENT ACT OF 1i '

Application is hereby made for funds allocated under Section 6(aJ of the Emergency ~:mployment Act of 1971, Public
Law 92-54, to the area for which the ~!pglicant has been greviously desigriated Proqram Agent.
The Program Flqent agrees that the funds requested herein will be used to conduct a nrogram within the area or areas of
substantial unem~lovment, as prescribcd bv Section 6(c)(1) ef the Aci, ~rhich are under its iurisdiction, The Prosram ACent
further aCrees that its pro~am ti~ril! be. conducted in erder to provide unemployed and underemployed persons with trans-
itional empioyment in jobs providing needed pubHc services to enable such persons to move into employment and/or
traininq not suppocted under the Act. .
In addition, the Program Agent agrees to:
1. PSan and conduct its program in accordance with the regulations promulgated by the Secretary of Labor (29 CFR 55)
for the Emergency Employment programs under PL 92-54. In particular, the Program Aqent hereby warrants that the
progrzm des~riUed in the attached documeat will be cor.ducted as required by secuon 55.6 of the requlations, as appli-
cab3e. If the Program Agent is a State, such warraat and a commitment to abide by the. grant conditions has been ob•
tainecl from any eli~ible applicant selected to receive a qrant dir~ctly from the Piogram Agent, and is part of this
application
2. Use fur.ds in and for the areas covered by this applicauon.
3. Adminis;er or supervise, and assume ful] responsibility for all activities aad services provided under this grant. If the Program
Agent is the Stata govemment, there is attached ro the applicadon the agreemeat of any eliqible applicants receiving directly
from the State to assurne fuli responsibility for all activities and services provided under the grant to it.
A. Use not more than 3.2 percent of the funds granted forprogram administration, and all other funds for wages and fringe bene
fi{s for unemployed and underer:iployed participants. 4lnera ilie Program Agent is a State, ii will retain rio more than half
(1.6 percent) of the funds alloted for program administraUOn to cover iis own administrative wsts, and wilt distribute the
remainder to its subagents for ihese purposes. .
The Prograzn Agent certifies:. .
1. He has authority to receive, expend, distribute and grant funds for the purposes contained tn the attached proqram
summary. ~
2. He has the authority by statuYe, or wili have authority by aqreement, to require the subagents and employing agencies
receiving funds, to adhere to conditions and requiremenis established for the use of the funds gsanted under PL 92•54.
3. Funds requesced herein do not exceed ninety (90) percent of the cost of carryinq out the program proposed in this
application, and the remaining ten (10) percent will be~provided by eligible applicants in accordance with secdon 55.16
of the regulations. ~
