in sufficient time to be received by recipients of aid on the first day of each
month; and
WHEREAS, the County of Bu~~e does no~. haue s~afficient cash reserves ~o
pay for aid warrants uniess State and Federal shares of we3.fare monies are advanced
to the county prior to the first of each month; and
WI-~REAS, the 5tate of California has advised the various counties that
it is no longer possible for the State to advance the Federal share, pending receipt
by St~te of Federal monies~ in time to be received by counties i^ a timely manner; and
WHEREAS~ the U. S. Department of Health~ Education and Welfare has informed
the 'State of California that it may not draw the advance of Federal monies until
the first business day of the month for which aid is due recipients, thus resulting
in a number of days delay in receipt of monies by counties; and
WHEREAS, the Federal goverr~ment is J.iab].e ~or more than 50% of monies paid
to recipients of aid, and is responsi.ble for the major poxti.on o£ the vaxious xu~es
and reguiations pertaining to the furnishing of Welfare aid;
NOW THEREFORE BE IT RESOLVED, by the Board of Supervisors of the County
of Butte, State of Cali~ornia, that the Ua S. Department of Health, Education and
Weifare be requested to resume the previous practice of allowing the 5tate of
California to draw the Federal shaxe of Welfare monies in sufficient time to
forward the money to the vari.ous counties in a timely manner, and that the Department
of Health, Hducation and Welfare be adv4sed that continued delayed receipt of
Federal monies by the State of California~ and its various counties, may result in
substantial deJ.ay in the issuance of aid payments to recipien-~s.
