HomeMy WebLinkAbout72-013%G~%5 ~ Resojufion N RESOLUTION URGTNG ADOPTION OF SACRAMIIVTO VALLEY AI12 BASIN COORDINA~ING COUNCIL PROPOSAL REGARDING DISPOSAL OF WdOD WASTE WHEREAS, §39296 of the Hea~th and Sa~ety Code prohibits the use of open fires for the purpose of disposal of combustible or flammab].e waste, including trees and wood waste, after December 31, 1971, and WHEREAS, this pronibition wi11 necessitate the disposal of a high valume of wood waste by depositing it in sanitary land fi11 sites used as solid waste dumps, will cause such sites to be rapidly fill.ed, and wi11 greatly increase the costs to the public and to private land developers due to the necessity of locating and obtaining additional sanitary land fill sites and d~xe to the high cost of transporting such wood waste from its original loca~~.an to the land fill sites, and WHEREAS, suitable sanitary land fill sites are difficult ta locate and obtain due to water pollution contro7. restrictions and esthetic problems,and WHEREAS, ~.he Sacramen~o Va~.1ey Air Basin Coordinating Council has proposed ~hat §§39297.5 and 39297.6 be added to the Health and Sa~ety Code to aliow local authorities to grant variances for ~he on-site open-burning of waod waste and to require the Air Resources Board to conduct studies of alternative methods of disposing of wood waste other than by open burning, a copy of which propasal is attached as Exhibit '~A"o NOW, THII2EFORE, be it resolved: l. That this Board urge the California Legislature to adopt the proposal of the Sacramento Valley Air Basin Coordinating Council attached hereto as Exhibit "A". 2. Tha~ a ~opy of thzs Resolution be sen~ to the Honorable Ray Johnson, Assemblyman, the Honorable Fred Marler, Senstor and to such other parties as this Board designates.
