Projec~ Objective: , Sn Butte County, b~ June 30, 1972, to produce a training program design for a plannzng task force ofi approxima~e3~ 40 high schoo~ teachers and 40 h.i.gh school students which wi~~ enab~e them to design foux (4) strategzes ~or drug abuse informat~on and the system approach to decis3on making for use in eight (8) high schools in Butte County. This training effort when ampZemented duxzng the school year of 1972-73, wi1Z reduce significan~Iy the overZapping efforts of the various ag~ncies operating in Butte Coun~y who are providing schools and the commanity with drug abuse in€ormation. B. Program Methods: (See Appendix) C. Narrat.ive: The total school/comrsaunity dxug abuse prpgram is divided into three phases. Phase I is designed to be a planning phase, which wi11 produce a training package for a Zarger ~ask force composed of 80 teachers and students. This training package will include requ.ired knowledge and skil2s on (a) dxug abuse, (b) the elemen~s o.t the system appzoach to problem solving, and (c) the cuxxeztt e.f.forts of all agencie~ operating in ~he county in the area of drug abuse. The task force workzng in Phase I wi11 he made up of appz'ox- imatel~ 18 teachezs, Z8 high school students, both of whom have been previouslg trained b~ the 8u~~e County Drug Control 72esources Center and the State Departlnent of Eduaa~zon, and represeneatives of the various agencies opera~ing in the county along w.i.t.h members of the community at .large. This planning task force wi11 be operable daring the months of April and !?ay; 1972. Finalization of the product wi31 be made prior to =1a= June 30, .L972. Phase rr is designed to be both a training and a planning effort. ~'he training package, prodact of Phase T, wi11 be given ~o the 80 man task force during the sarraner of 1972. Following this training, the 2arger task force wiZl work in conjunction with representatives of the corrrmuni~~ and agencies to produce 4 sfrategies for implementatzon in the 8 high schools throughout Butte County during the school year 1972-73. Th~se strategies wi11 employ the use of the system approach to decision making with drug abuse being ~he vehicle. This program must be des.igned to in- vol.ve both the school and the community, not stzictZy another classroom ~ exercise. ~ Phase 2T2 is ~he implementation phase of the 4 strategies designed .in Phase I2. Each strategy will be tried out zn two of the 8 high schools in the coanty. An evaluation wi1.I be rrtade to determine the streng~hs and weaknesses of each of the strategies. It is ~Yee intent of the total proqram to use the first year of operation as a pzlot effort. Following the ef~'ectiveness assessment of each strateqy a - reviszon will be made. Contingent up~n fundinq, the program will then be ex- panded to a mu.Zti-county .~eqiona.l basis using Region C of the CCCJ as a base. The primary concern in the total project for the office of Region C of the California Council on Criminal Justzce wiIl be Phase I. Tt shouZd .be pointed out that the coordinator who wi11 be h~:red far Phase I wi1.2 continue on as the coordinator for the remairung phases of the program. Teacher knowledge a~iou~ drugs and their abuse wi11 also be measured.
