'i'his contract for services ior Enr:orcement o~ 5tate Standar3s, FederaZ Surveillance
Program, Certificat~on to U.S. Grad.es of Shell Eggs is entered into
between the County of WW ~ Butte ~ , hereinafter
called the County, az2d t:??e Airector of A_griculr.ure, hereinafter referred to
as the Director, pursuan~ to Sect.ion 40531 & 2 nf the Agricultural Code. This
contract shaJ.1 be effe.ct:lve between ,7,ily l, 1.972 , and June 30, 1973.
1. Services to be performed by ttie Couuty, together with payments for and
conditions of service, are listed on attachcnent "A" to this contract,
,~ which doc~uner_e is ~nade a part of this contract. Goznpensation ~o the
County for its services is provfded fn attachment "~1", Part III(a).
2. The County shall maintain time slips £or each inspector on a daiZy basis
show~.ng the n~ber of hours spent by each man performing services under
this cor.tract together with.copies of official cert3ficates as specified
by the Director and any other records as required giving a su~aary of work
performed.
3a The Gounty, ou a quarterly basis, sha}.1 submit to the Director an invoice
for the work per£oxmed showing the amount of salaries based upon the number
of hours wortced as agreed upon and a separate amount for expenses to be
allowed such as mileage and other necessities required in the inspection
work.
4. I3o al.tezation or modificaCion of this agreement is valid unless made in
~ writing and assented to in the saine manner as this agreement.
5. This agreement v3ay be canceled by either party upon thirty (30) days
written natice or upon termination of funding by the United States Department
o£ Agriculturee Should the co~Ytract be teratinated prior to ,~~e 30~ 1973 ~
payment sha1J. be made for wn_-k performed up to the e~£ective date of termination.
Notice to the Co~ffiissioner of s~i.d Cuunty shall be deemed notice to the
~ County. Notice to the Admiiiiserator, Egg and Poultry Standards in Sacramanto
~ ' shall be deemed no~ice to the Director of Agriculture.

ATTACHMENT A
METHOD OF PROCEDURE FOR ENFORCEMENT OF CALTk'0~2hiT.~ STATE DEPARTMENT OF
AGRICULTURE EGG STA.'~DARDS
PART I
The 5tate -
(a) through the State Supervising Inspector wi11 assume responsi-
bflity for coordinating the training and supervision of
inspectors, interpretation and appllcaCion of grades, and
methods of making inspections.
(b) wi11 fur_nish the standard 3nspector's notes now in use under
~ s~u4lar cooperaCive agreement9 with the various counCies;
provided, that additional prfnting.which is agreed upon b}~
both partfes to be necessary to the work under ti~is agreement
may be done by the county and the cost of such printing shall
be credited to tha.county in the quarterly biiling to the State.
PART II
The County Department of Agriculture -
(a) w3I1 keep a separate and complete accounting of all receipts
or expenditures of monies and a11 time slips for the work done
under this agreement, and the State Department o£ Agriculture
shall have an opportunity to auditi these records periodically.
The audit shall cover the terms and Frovisions of this agree-
ment and the report sha1l contain a statement of financ3al
condition. These records shall be accessible to the State
5upervi.sing Inspectors at all times. A11 such zeceipts,
t~,me s~ips, and other records as required by the Director
sha].l. be maintained and kept by the county until audited.
However, in no case, even though not audited, shall the
county be required to maintain any records for a period to
exceed £ive (5) yeazs.
(b) wi11 paq an hourly rate and any necessary expenses ~or the time
inspectors are empZoyed to work under this agreement.
(c) wi~l furnish the necessary inspection equipment, transpor-
Cation, office space, expenses and supplies, and clexical
he~p for carrying on the inspection work under thfs agreement.
PART III
Mutual Agreements - It is muCually understood and agreed that -
(a) the Director and Commissioners agree that the hauzly rate to
. be paid to the county is $ 5.00 This rate is ~he
totaf payment to the county for salaries, staff benefits and
any other overhead chaxgea.
