RESOLUTION
RESOLVED: That Clifton Mickelson, Administratzve Officer_ is hereby
authorized and designated as the representatiive of the County of Butte
State of California, to sign and present an applica#ion on its behalf to the pepartment
of veterans Affairs of the State of California for State moneys under Section g72 of
the Military and Veterans Code, State of California, Chapter 1493, Statutes of 1945~
and be it
FURTHER RESOLVED: That said representative is hereby authorized and designated to
execute an agreement on behalf of said County with said Department of Veterans
Affairs covering the terms and conditions under which any amount of State moneys is to be
granted to the said County; and be it
FUR7HER RESOLVED: That the amount of State moneys tio be allotted wiil be determined by
the Department of Veterans Affairs, and matchinq funds may be provided by the County in
the proportions as required by agreement with said Department.

TO DEPARTMENT OF VETERANS AFFAIRS:
ppplication is hereby made for an allotmenY of State moneys, in an amount
to be determined by the Department of Veterans Affairs, to carry out the
actlvities authorized by Sections 971 and 9~2 of the Military and Veterans
Code of the State of California for the period of July 1, 1972 to June 30, 1973~
A copy of a Resolution adopted by the Countiy Board of Supervisors authorizing
this application is hereby attached to and made a part of this appiication.

The DeparYment of Veterans Affairs is now preparing to make allotments
of State funds for county veteran service officers' salaries for the
fiscal year beginning July i, 1972 artd ending June 3~, 1973~ in accordance
with Che authority contained in Section g72 of the Military and Veterans
Code, and policy adopYed by the California Ueterans Board.
~ach county under the program will receive:
1. 95% of the salary paid to the county veteran service officer
or $75 per month toward the payment of such salary, whichever
is the iesser amount. (Statutory maximum: $75•)
2. Not 3ess than 30% nor more than 80% of the salary paid one
assistant to the county veteran service officer. In the
event the salary of the assistant equals or exceeds that of
the county veteran service officer, the reimbursement for ~he
salary of the assistant shall be at the minimum of 30%•
3• Not less than 20°/o nor more than 25% of the salaries of additional
assiseants to the county veteran service officer.
4. In no event shall the total amount of state s~bvenCion funds
expended on any county veteran service office exceed $30,000.
5. Surplus funds may be reallocated at the discretion of the
Department to those counties which now or in the fueure may
provide services not now provided under contrect.
Since the Department requires contracts to be prepared in accordance with
actual budget figures of the preceding fiscal year, a copy of the 1971-72
budget for the county service office operation musC be submitted with the
attached application. Also, complete the enclosed ~SC lla, Salary and
Retirement Breakdown, on employees assigned to that operation.

When your application aRd supporting documents have been received, contractual
agreements will be mailed to your authorized representative for execution, in
quadruplicete. Your authorized representative shali not be the county veteran
service officer or a member of his staff.
