RESOLUTION IN SUPPORT OF CONSOLTDATTON OF THE
VARIOUS WELFAR~ AND VARIOUS ATD PROGRAMS AND
REQtT~STING ~H~1T SUCH CONSOLIDATED EFFORT BE
AAMINTST~RED ON A LOCAL LEVET.

WHERE,AS, the many and varied welfare and aid programs are
present7.y being administered by a very Large number of different
agencies, and
WHEREAS, the efforts of these many diverse agencies and
programs have cost the public of this country biI.lions of dollars
with no apparent constructive and lasting benefits, and
WHEREAS, the practical result of h.aving so many different
agencfes has been to create a costly bureaucracy so that only an
unfortunately, sma11 amount is Ieft for the benefit of those for
whom the various programs are designed, and
WHEREAS, if all of the present funding that is presently
beings~channeled into the various aid and welfare agencies were
instead to be placed into one agency and distributed di.rectly to
local governmental agencies, that a lasting and saiutary benefi~ could
be made available to those who are zn need, as we11 as the general
public who are paying for these programs, and
Y7HERFµ9S, the various public works departments including
federal, sta~e and local have historically established themselves
as a mature, capable and efficient agency for the benefit of the
public at large and that consideration should be given towards
designation of said agencies for the adininistration of all aid
programs, and`
WHEREAS, we subm~.t ~hat the wel~are degartments, state,
federal and. local should continue to administer a program of what
welfare was originally intended to be.
NOW, THERE~ORE, BE IT RESOLVED:
1. That this Board respect~ully submits that the various
aid pr'ograms all be consolidated into or under a public works agency
and that said programs be administered on a local level through a
local agency pub~ic works department,
PASSED AND ADOPTED by the Su~te County Board of Super-
visors this 2~~h day of , September , 1972, by the following
vote:
