This agreement~ made and entered into this 26th day of
September y 19729 by and between the County a~' Butte~
hereinaf~er some~imes called Covnty, and the United States Postal
Service, hereinafter somet~.mes called Agen~~ is intended to
provide for the sa~e of food stamp coupons ~.n connection witl~ the
operation of a food ~tamp program in the Coun~y of Butte.
SECTION A. The Covnty hereby agrees as follows:
lo To certify households eligib~.e for ~'ood stamp coupons
(hereinafter referred to as coupons) which shal]. be
ev~.denced by the issuance to such households of
au~horization as he~einafter describedy and to issue an
~dentif~cation card to each such household. This
~.$entification card shall cantain space for the signature
of tach person who may regularly obtain coupons far~he
househoZd~ hereinafter referred to as a partic9.pant.
2e To prov3de participants wxth authorizations whick~ shal~
constitute authority to '~he agent for issuance of coupons.
~ ~.tch authorizations to include:
a. Z`kae name and address of the participant who is head of
the honsehold.
b. 2'he amonnt of cash p~rchase requiremen~ ~hat the
participant mus~ raake in order to obtain coupons.
c, The total value of coupons to be ~ssued.

on ~he disposit~..an of cash received~ records to be kep~g
and xeports ~o be made~ and to supply report forms.
5o To pay the agent a fee based on ~he number of transac~ions
per months each issuance of coupons being defi.ned as a
single transaction9 payment ~o be made monthly. The fee
shall be ~, 80 per ~raxzsaat~.on.
SECTIOJ~i B. In consideration of the ~oregoing undertakings by the
County9 ~he Agent hereby agrees as follows:
1o To periodically requ~.sition coupons? and to main~ain a
s~.fficien~ inven~ory~ fox issuance of eligible participant .
2. To make security provisions to safeguard coupons and cash
received and ~o protect against loss by f ire, ~heft~ or
dishonesty or~ the part of the Agen.tTs empl.oyses or othex
causes.
3, To supply the coun~y Wi.th a list of all the Agent's
branches authorized to issue coupons. ~'his listing of
ou~lets may be added to or deleted from upnn request and
approva~ of bo~h part~es concerned without affecting
the basic agreement as agreed hereino
~-~-. To make coupons availabZe for sa].e to authorized p~rticipa ts
duri.ng the Agen~'s regular.office hours, but in no case
sha~.J. the hours be less than ten (IO) a.m. through three

~2 except in the case of a proven destruction of coupons by

24 pursuant to Part i5 of Title 7~ CFR~ o~ the regulations

nationa~ origin, be subject to discrimination in the
issuance of food coupons. This assurance is given in
cons~deration of and for the purpose of obtainzng payment~
in accordance wzth the terms of this contract, from the
Coun~y for the issuance o.f food coupons to e~.igib7.e
householdse This assurance shall obligate ~he agent ~or
the period during which this contract is in effect. The
agen'~ recognizes and agrees ~ha~ federal finaricial
assistance wi].1. be extended to the County in reliance on
the representation and agreements made a.n this assurance
and ~hat either the County of the United States ox both~
shall have ~he right to seek judicial enforcemen~ of this
assurance.
To comply with the confidentia~.ity prov~.sions of USDA-FNS,
HEW~ and State regulations.
To make an aecounting and settlement immediately after
December 31s~ and J~ur~ 30th of each year of coupon.
overages or shortages. Zn making this accounting and
settlements cov.~on book overagES shall be applied against
coupon book shortages. Coupon book overages remaini.ng
after offsets shal~ not be carried into the next .
accounting period but will be treated as no longer
availabl.e for offset. Coupon book shortages remaining
after offsets have been made~ as specified above~ shall
not be carried into the next aecounting peri od, but such
amounts will be offse~ as par from amounts due the

16. It is expressl.y understood that the County shall not be
la.able for claims for injuries or damages of an.y kind
which officers ox~ employees of the Agent may s~zffer in the
perforciance o#' du~ies entered into pursuant to this
agreement.
SECTTON C. The parties to this contract herehy mutually agree:
l. That this contract sha1~ be effective from
19_, except that after thirty (30) days o~ operation~ the
fee schedu].e and any other matter rrray be reviewed at ~he
request of either party'. Such ch.arxges, i.~' any, to
constitute an amendment to this a~reement. Such agreement
and/or amendments to remain in force vntil such da~e wh~
the Government o~' the United States shall discontinue ~he
Food 8tamp Program in the area or areas in which the ag~nt
has an of~'ice or offices and wYzich has been designated as
a Food Staanp Program area.
2.. That this contract may be terminated by eithex~ ~arty
goving sixty (60) days' notice thereof in wri~ing.
