o£ fiut~re appro~res ~he at~ached Agreement between the Sta~e of
Cali~ornia, Department o~ Mental Hygiene and the County of Butte
and hereby au~horizes the Chairman of this Board to ea~ecute said
Agreement on behal.f of the County of Butteo

AGRE~MENT FOR EXCHANGE OF EMPLOYEES
THIS ~GREEr~GNT, made and entered into this day of
, 19 , by and between BUTTE COUNTY, aeting by
and ~through i~s Board ofi Supervisors, hereina£ter referred to as "Counfy"
and the ST~1~i; OF CALTFORNIA, DEPARTMENT 0~ MENTAL HYGIENE, acting by and
through the Director of Mental Hygiene wi-~h ~he approval of the Director
of General Services, hereinafter referred ~eo as "Sta~te'r;
WITNESSET'H:
WHEREAS, the State desa.res to obtain the services of CountyTs
Direc~Eor o~' Men~Eal Health Services to assume the duties of Deputy
Director of Program Evaluation ~n accordance with Government Code Section
1.9369; and
WHEREAS, CountyTs Director of Mental Health Sex°vices is a.n
, concurrence wit~h sueh an assignmen-~ provided that State assigns a
t'hird year psychiatric resident to Gottn.ty in orc~er to maa.ntain a full
complement o£ psyehiatrists in Countyts Mental Health 5ervices; and
WHEREAS, Sfiate's employee concurs wi~h such an.assignment and
State has d.etermined that ~tha assignmen~ or loan of both empl.oyees is ot'
benefit to State and is ~'or training purgoses;
NOW, THEREFORE, it is mu.tually agreed between the parties as
follows:

For and in aonsidera-~ion of the mutual covenants of the parties
hereto it a.s agreed tk~at Caunty's employee will be assigned or loaned to
the Departmen~E of Mental. Hygiene as Aeputy Director, Division of
Evaluation and in exchange 8~tafie's employee sha~l be assig~aed or ~oaned
to the Coun~y of Butte as a psychiatris-t in County`s Mental }Iealth
Services.
County's employae shall contir.ue as an employee of Butte Coun~ty

and StateTs employee sha1Z continue as an employee of the Department of
Mental }Iygiene during the term of this agreement, except ~ha~ the works
and activities o~ both employees shal.l be subject to the control of the
governmentai entity to which they are ~oaned or assigned.

While with 5fiate, the major part of County's employ~e's auties
will be to set up a statewide evaluation system of inental healfh programs.
As a part of his training, Cotuity`s employee will familiar3ze himsel£
with the statewide system of 1oea1 mental health delivery systems as
administered by the Depar~ment of Mental Hygiene.
Whi~e with County, State`s employee shall ass~ur~e the duties
or~inarily assign~d oth~r psychiatrists in County's Mental Health
Services. The period o~ training in Counfiy's Mental Health Services
shall be.focused primarily-on patients treated-in that setting. State's
emp~oyee sha~1 have th~ opportunity to follow patients from entry into
the treafiment program, fihrough a11 phases of treatment (inpatient,
partial hospitalization, outpatient treatment} back into the community
from whieh ~hey came.

Both CounfiyTs employee and Sfiate`s employee salaries and
benefits sha11 continue to be payabZe and acc~ue to each from the
governmental entity from which each was assigned or loaned.
The rights to which each employee is entitled sha~Z continue
in full force and effec~ during the term of this agreement.
IV
S~ate and County agree that the assignmen~ or Ioan is subject
to 2 California Adminisfirative Code ~27, Interjurisdictional Employee
Exehange.

V
It is ag~eed that the Executive Officer of t~he S~ate Personnel
Board may terminate this agreement at any ~time if he determines ~'hat
~his agreement is being earried out in a manner inconsistent wi'kh the
Goverzunent Code or the rules of the State Personnel Board.
VI
This agreement may be termina~ed by State or Coun~Ey at any
time for any reason by giv5.ng written notice one to the other. Un~ess
so termina-ked, th~s agreement shall remain in full foree and effect
commencing October 16, 1972, and ending June 30, 1973.
IN WITNESS WHEREOF, the parties hereto have caused their
duly authorized rePresentatives to execu-~e this agreement the day and
year first above written.
