PROVISIONS (1) The Contractor will not discriminate against aqy employee or applicant for employment because of race~ color, religion~ sex or national origin. The Contractox will take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, color, religion~ seic or nationel origin. Such action shalZ include, but not be li.mited to the following: employment, up- grad'zng, demotzon or transfer; recruitment or recru3tment advertising; layoff or termina- tion; rates of pay or other forms of compensation; and selection for training~ including apprenticeship. The Contractor agrees to post in conspicuous places, aveilable to em- ployees and applicants for employc~ent, notices to be provided by the Contracting Officer setting forth the provisions of the Equa1. Opportunity clause. (2) The Contractor will, in a11 solicitations or edvertisements for employees placed by or on behalf o£ the Contractor, state thet all qualified applicants will receive con- sideration for employment without re~axck to race, color~ religion, sex or national origin. (7) All equipment, material, supplies or property of ar~y kind purchased frara £unds advanced or reimbursed under the terms oF this agreement and not flLl]y consumed in 'Lhe work described herein shall be the property of the State. At the time of pvrchase of equipment under the terms hereof the Contractor sha11 submit a 1i.st of such equi~ent in accordance with the instructions and format contained in the attached Exhibit A-l. Contractor sha71 at the request of the State~ suUmit an inventory of equipment pur'chased under the tex3ns of this contract or a~y predecessox contract for the same purpose. Such inventory will be requi.red not more frequently than annually. At the close of tha project covered by this agreement the Contractor sha7.1. provide a final inventoxy to t$e State and shaLi at that time query the State as to the disposition of said equipm~ent. Fina1 disposition of such eqttipment shall be in accordance with instructions from the State to be issued immediateJy after receipt of tbe final inventory and request for disposition instructions. (8) Prior authorization in writing by the State wi]1 be required before the Contxactor caill be reim~vrsed for any ourchase order or su8contract exceeding $1,000 for aqy articles~ supplies~ equipment or sexvi.ces. The Contractor must provide in its request £or suthoriza- tion a11 perticulars necessary for evaluation of the necessity or desirability oP incurring such cost and as to the reasonablene~s of the price or cost. For purchase of any item exceeding such mi.nimum Ho11ar amount, three competftive quotations must be submitted orith the request~ or the absence of oidding must be adeqv.ate]y justified. (9) A11 personnel employed by the Contractor under this contract shall meet the stand- ards of training and experience required for comparable positions in State employment, as determined by the State. Zf the Contractor maintains a local merit or civil service sys- tem, then the personnel employed under the budget sha11 be subject thereto, providing such ].oca1 system is genera7~y comparable to standards with the State civil service system~ as detez~mined by the State. (10) The Contractor shall account for funds provided hereunder in accordance with generally aecepted accounting principles, ine.~uding documents to support accounting record entries. Such records sha1.1. be maintained for a period of five years after termination of this contract and shall be available for inspection or audit~ at reasonable times, by pexsonnel authorized therefore by the Btate. (11) A final invoice and, if required by this contract, a final report shall he sub- mitted by ~he Contractor within 45 dqys after the termination date riereo£ except as mqy be otherwiae specified herein. Patent applications shall not be filed on sv.ch inventions without the pxiox writ- ten consent of the aforementioned individuaZ. (13) ~e Contractor shall eomp]y with the Presidential 3xecutive Order No. ]1627~ dated October 15~ 1971, and a11 guidelines, rules, and regn7.&tions of the Cost of Living Counci.l., PaY Board and Price Co~ission implementing it.
