RESOLUTION URGTNG THE STATE LEGISLATURE TO SEEK
ACTION TO ALLEVIATE THE PROBI~EM OF L~TTER AND WASTE

W~-IERE.a,S, the sale o~ malt and carbonated beverages ?.~?
d.isposable, non-returnable containers is produc3ng an. adverse effect
upon the enviro~nent which is injurious to the health, safety an.d
welfare of the residents of the County of Butte and the entire State
of California, and
WHEREAS, the problems created by the sa1.e ot malt and
carbonated beverages in disposable, non-returnable containers cannot
be solved on a local Ieve1, but must be dealt with on at Zeast the
State level,
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of the County of Butte to seek the following actions by the State
Legislature to aZleviate the problems of litter and waste disposa3.
created by the sale of malt and carbonated beverages in disposal,
non-returnable containers:
l. Require minimum deposzt of 104 on all containers used
for the sale of malt and carbonated beverages.
2. Promote, encourage and support research by the ~everage
and container industries in the field o~ biodegradable containers
and recycling.
3. Develop, encaurage and support programs aimed at
encouraging the citizens of the State of California to take a more
responsible attitude toward the disposal, of beverage containers,
including recycling.

BE IT k'LTRTHER RESOLVED that the Legisl.ature of this State
is respectfully requestecl to seek action which. tailJ. alleviate the
problem of litter and waste disposal created by the sale of malt and
carbonated beverages in disposable, non-returnable containerso
