RECITALS
1. The S~ate o~ CaZi~ornia {State) acting by and through its
Department of Pubi.ic Works and the City of Chica and the
Coun~y of Butte on ~~V~~ ~~7~ by MEMORANDUM OF
UNDERSTANDTNG have establzshed relationships for performing
comprehensi.ve transporta~ion planning in ~he Chico urban area.
Wherever the term "City and Coun~y" is used herei:n it sha7.~.
mean bath the C~.~y of Chico and the Coun~y of Butte acting
as ane agency.~Chrough the join~C exercise of powers as s~t
~orth in this agreement and as au~horized by Sec~ion 6502
o~ the Gavernment Code.
2. Pursuant to that memorandum of understanding, ~Che City and
County, with the coordination and cooperat~.on. of the State,
has deve~.oped a work program (Exh~b~t A attached hereto)
wh~ch has been approved by the Federal Highway Administratyon
and ~he State.

l. In carrying out ~he work program, City and County may enter
into contracts with o~her public agencies or private f~.rms
as may be deemed desirable. ~
2, , In the even~ ~hat priva~e firms ar,e cons~.dered ~'or work to be
let under ~his contract, City and Coun~y shall solic~t and
submit proposals for approval to State pr~.or to the contract
award and.any con~ract so awarded shall be accompanied by a
wri~t~en ~us~~.fica-~ion as to the selection of the particu~ar
~ consul~ant and direc~ed to the State and the Fedexal Highway
Actministration for approvaJ. prior to execution.
3. Any subcontra~~ shall contain the provisions set forth in
Articles VIII, IX, X, XII, and X22I and such o~her p~ovisians
as s~t forth in PPM 50=1,2, dated' Ma,y ~8, ~973, as deemed
per~in~n~ ~o the work. ,

2. The fir~al comprehensive repart detailing methodology; p[anning data and
. assurn~tions; ~resent a~c! fute~re street and highway networks; base (1973)
traffic f~ows and it~ture (1990) traFfic ~orecasfs and other r~levanf material
