NOW, TH~REFORE, BE IT RESOLVED that the Sheriff of the County of Butte was authorized, on its behalf, to submit the at~ached Application for Grant fo~ Law Enforcerr~ent Purposes to CCCJ and is au~hoxized to execute on behalf of the Count~ of Bufte the attached Grant Award Contract for Iaw enforcement purposes including an~ extensions or amendmen~s thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide aIl'match- ing funds required for said project (including any extension or amendment the~eo~) undex the Safe 8treets Act and the rules and regu~ations of CCCJ and the Law Enforcement Assistance Administration and that cash will be ap- propriated as reguired thereby. Stat~stics show an alarming rise i~ ~he use of ~arcotics and dangerous drugs, par~ic~larly among young peop7e. Many ~actors i~dicate rural areas are becomi~g popular with large sca~e, we~1 arganized, and we17 funded groups that are growing both ~n number and size. There is an increase ~n the cu~~ivat7on, mahufacture, starage, and d~stribution of narcotics and dangeraus drugs ~~ caunt~es such as those which comprise Regio~ C. ~he inc~eas~ng arrest rate for narcotic & res~ricted dangerous drugs, pl~s other crimes, is re~lec~ed in append~x ~. Persons residi~g ~~ ~~is Regian, a~d ~denti~ied as distributors of narco~~cs and dangero~s drugs, have conn~c~7ons with major sources of supp7y ~n other cou~tries on this continent and abroad. Investigat~ons have determined tha~ groups of people have ~erpetrated crimes with~n the Region, and then returne~ ~0 7arge ~e~ropo~i~an areas ~o dispose o~ the proper~y, I~ severai ~nstances it has been determined that at least a~ort~an o~ the property has found ~~s way to a foreign coun~ry. Experience has show~ ~hat narco~~cs investiga~7ons by ~h~ jurisdict7ons in ~~e Regio~ have y~e~ded valuab~e in~~7ligenc~ in~ormation. 8ut, very often this ~nformation canno~ be pursued because of limited monetary and manpower resources.~ ~he law enfarcement agenc~es with~~ Region C lack an organized ap~roach to 'i4- abtain7~g, analyz~ng, and distribu~ing meaningfu~ intel7igence information. ~her~ is a great a~ou~~ of informa~~o~ w~th the var~ous 7aw enfarcement agencies in the reg~on with na ass~gn~ent of respons~b7l~ty for fe~re~ting out and d~stributing the ~nforma~~on.
