WI~RE.9,S, the Federal Clean ??ir Act emphasizes the concep~
o~ 1.ocal controZ of efforts to improve air guality, and
WI~E~AS, the Board of Supervisors of the Covnty of But~e
acts as the Air Pollution Control Board of the Bu~te County Air
Pollution Control District and is ~esponsible for the development
and implementation of 1oca1 ai~ quality control programs, and
WHERF~IS, this Bourd has co~.sidered the proposals of t}a.e
Environsnental Protection Agency for the cantrol o~' photochemical
ox~,dants ancl carbon monoxide, review of complex 5ources and policies
on air quality deterioration, and
tn~FLER~:AS~ this Board has concluded that some of the
con.tro~. strate~ies and implementation dates proposed by ~he Fhviron.-
m.ez~.tal 1'ro~ection Agency are unrealiatic, unworkable and unnecessary,
and
6~2EAS, it mus~ be ~ecogr~ized that ongoing progra~s
exist at both S~ate and local levels which deal with many of tkze
control strategies pxoposed by the Environr~ental Protectinn 1?.genc~, and
~r1IiEREAS, it is apparen~ ~hat the E~vironmentaJ~ Pxa-
~ection Agenc~ has ~ailed. in meetiri~cbject~ives to con.tral ~creha.cular
eTnissions whic~. contribute the ~rea~es~ pollutant burclexa to deteriorated
air quali~y, and
~S, this failure has resulted ~.n attemp-~s to
improve ambient aiz~ quality with proposa3.s ~by ~k~e ~vironmental
P~o~ection Agency which have a more severe affect on stationar~
sources, and

Distri.ct, Sacramento Valley l'tir Basin and ~he State of C~lifbrnia

cor~rol in ~;]1e Butte Cov~.a.t~ :~1ir pollution Control Dis~rict and the
Sacramento Valle~ Air Baszn, and.

strate~ies proposed by t~.e ~nvironmental 1''rotection Agency and e~'~orts
towards modifying the Clean Air Ac~ in order to make it more practical
and woxkable can result only by ac~t of Congress.
NOW, THEREFOl~, BE Z'~ RESOI,VED ~hat the Cangr~ss is
hereby reqt~ested to take appropriate action, relative to th~ C1ean
Air Act and the st~ategy of the ~vironmental Protection Agency,which
is necessary to a~.leviate the pending socioeconomic effects resulting
from the isap].ementa.tion of said proposals, and
BE I~' ~'URTI~;R RESO~,VED, that the Congress take the
necessary act~.on to ~ed~.rect the e~~ox~ts o~ the En.vironmental Pro-
tection Agency toward ass~.sting local Governmen-~ agencies in carrying
out local programs rather than ~mposing mandatoxy reauiremen~ts from
the ~`ederal Ievel, and
BE I~ ~'UR'~HER RFSOZVED, that true copies of this
resolu~ion be forwarded ~o the Honora.ble ,~lan Crariston, United States
Senator, the Honorable John ~T. Tun.ney, United S~ates Senator, the
Honorable Harold T. "Bizz" Johnson, membe~, Iiouse o~ Represe~tatives,
to the Environmen~a~. Protection Agency Region IX and the County
Supervisors' Associa~ion o~::'Cali~ornia.
