HomeMy WebLinkAbout74-051RESOLUTION N0. 74-51 BOARD OF SUPERVISORS ~ 2 3 4 10 11 12 13 14 15 16 1'T 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION BY THE BOARD OF` SUPERVISORS OF TZiE COUNTY OF BUTTE ENDORSTIVG CERTAIN BA3IC CONCEPTS EMBODIED IN THE UN~E'IED TTtANSPORTATI~N ASSISTANCE ACT NOGI BEING CONSIDEREII BY CONGRESS AND URG}~G CONG12ES5 TO AMEND THE PROPOSED ACT TO CLARIFY INTENT ANb PItOVZDE FOR A FAIIt ADTD EQUITABLE DISTRIBUTION OF FUN17S WHIIiEAS, Congress is considering the enact~n.ent of a TJni.fi.ed Transpor- tation Assistance Act to provide for the development of balanced multi-modal transportation systems; and WHEREAS, tfie proposed act wauld auth.orize appropriations for each fiscal year ending 1978, 1979 and 1980 for the Federal-aid Urban transportation system and an additional Urban Mass Transportation Capita! Grant Program; and WHEREAS, effective 3uly 1, 1974', the Federal base share payable for projects on Federai-aid systems would be raised from 70 percent to 80 percent thereby redtacing the State or local government share; and WH~~AS, the Unified TransporCation Assistance Act would extend the authority of the Secretary of Transportation to certify the states to carxy out the necessary environmental and 4(f) reviews and approvals prov3.di.ng the State has a qualified agency; and WHEREA3, there is a need for Congress to clarify its intent az~d de£a.ne such Cerms as Responsible Loca1 Officials in the Federal-aid Highway Act of 1973; and WHEREAS, Urban and rural programs are of equal importance to the areas they serve, iC is essential that such programs be responsive to the unique needs of their different areas and iti is essential that a proper balance be established for ~unding the programs eo meee Chese needs; and WfiEREAS, there is an increasing number of special purpose programs Chati perpetuate the donor status of California; and 4dHEREAS, the donor status of California continues to increase as exemplified by the fac~ that currently only 60 percent of the Federal Highway Users' Taxes revenues are returned to the State and its local jurisdictions. BE IT FYTRTHER RESOLVED THAT Congress be urged to eliminate special purpose prograrns and return a minimum of 90 percent of the revenues generated by a state to that state to reverse the trend of Calzfornia's zncreas3ng subsidation of their transportation systems. BE IT FURTHER RESOLVED Ti-L4T the C7.erk o£ the County of Butte be instructed to forward copies o£ thi.s reso~uti.on to the Senators and Congressmen from California, the California League o£ Czti.es, and the Supervisors' Association of Caiifornia.
