to the Sacramento River belota Shasta Dam suffered extensive damage
from flood flows during this pasfi flood season; and
~~AS, in addition to the flood flow ~.amage, severe bank
erosion and seepage damage is experienced each year in ttzese River
~Counties due to high sustained summer flows of the River; and
WHEREAS, the high sustained summer flows are the resul~e of
utilizing the Sacramento River as a transporting canal for the
operation of the Central Valley Project, and the Rive~ should be
referred to as the Sacramento River Canal; and
WEIEREAS, the River Counties should no longex be expected to
assume t}~e great financial losses incurred ea~h year through bank
erosion and seepage damage from high summer flowrs of the Sacramento
River Canai but should unite in their efforts toward placing t~ie
financi.al responsibility ot bank maintenance on the operation of
the Cen~ral Valley Project; and
WHER~AS, funds derived from the Central Valley Project st~ u1d
be made available on an annual basis to a maintaining agency such
as the U. S. Gorps of Army Engineers to adequately finance the
mainten~.ance and protection of the banles o~ the ~acramento River
Cana1; and
NOW, THE~tEFORE, B~ IT RE~OLVED AZ3D R~QUESTED by the Board of
Supervisors of the Covnty of Bv.t~Ce that the followin,g action be
taken:
1. The concept of re--amortizing Sh.asta Dam to extend the
payout period for the purpose of providing additional fvnds for
bank mainten.arzce be exp~.ored.
2. A request be made to the Federal and Sta~e Legislators
representing Butte County that the re-amor~izin,g concept be fully
explored, as well as other means o£ provid~ng Central Valley Project
funds for bank maintenance purposes.
3e The Boards of Supexvisors af other covnties lying adjacent
to the Sacramento River Canal be requested to vnite their e£forts
with Bu~te County to obtain fvnds derived from the Central Va11ey
Project fvr bank mai~tenance.
