HomeMy WebLinkAbout74-066WHEREAS, the Board o~ ~upervisors had established a Manpower P7.anning Council in Resolu~tion 74-58 and wishes to modify the p~ovisions of said Resolution 74-58, and WHEREAS, the Butte County Board of Supervisors have indicated thei~ in~ent to become a prime sponsor for administration.of programs under Title I of the Comprehensive Emp~.oyment anc3 Training Act of 1973, and WHEREAS, the Board of Supervisors find it to be in the interest of the people af the County to sponsor a Comprehensive Manpower Training and Development Program to up-grade th e skills and employ- ability of eligible participants, and WHEREAS, ~the px~ovisions of Title I o~ the Comprehensive Employment and Txainin.g Act provide for the establishment of a Loca1 Manpower Planning Council to be advisory to the Board of Supervisors. NOW, THEREFORE BE TT RESOLVED, that the Board of Svpervisors hereby establfshes the Butte Covnty Manpower Planning Council a s follows: Purpose - The Purpose of the Manpower Planning Govncii will be to submit to the Butte Covnty Board of ~,iipervisors recommenda~ions regarding the basic goals, program plans, policies and procedures ~or the implementation, operation, and evaluation of a County Manpowar Employment an.d Trainin4g P1an as provided under the Federal Comprehensa.ve Employment and Training A~t of 1973, a nd Title 29 of the Fed.era~. Rules and Regulations prescribed by the Secretary of Labor. An.y decisions, with respect to such recommendations shall beaade by the Board of ~pervisors. AMENDED RESOLUTION ESTABLI~FiING M:9NPOWER PLp:NNT1VG COUNCZL Organization - The Butte County Manpower Planning Council shaJ.l consist of eight (8) vot~n.g members. The Covncil shall be appointed by and serve at the pleasure of the Bu~te Coun~y Board of ~ipervisors. The Council shall represent a cross-section of the 1oca1 community inc].udin,g at least one member of each of the following sectors: Agricui~ure, Business, Cli.ent Commun.ity,Community Based Organization, Education, Labor, an.d the local office of the Employment Development Department and th.e Board of Supervisors who sha11 serve as the Cizairman of the Council. Council members shall sexve without compensation, kzowevex, membe~s may be reimbursed for travel and other expenses consistent with County policy and as authorized by the budget appropriations approved by the Board of Supervisors. Meetir~gs - The Manpower Planning Council shall meet regularly on a monthly basis at a time and a place selected by the said council. Special meetings may be called pursuant to the applicable government code sections. The council may establish certain subcommittees as it deems appropriate. A majority of the members shall constitute a ; quorum, provided however, ti~at arty action taken by the council must be done by a majority vote of a].1 metnbers of the council. 5taff - The Butte Cotzxxty Pea:sonnel D~.rector shall serve as secretary to the Manpower Council and sha11 provide, administex and supervise the professional, technical and. clerica~ staff assigned; subject to the limitation of this budget appropriation approved by the Board of Supervisors.
