In the Matter o~ Requesting that the ) State Department of Transportation ) Approve Procedures and Criteria far ) RESOLUTION N0, 74-73 Determining a three-year Program and ) ProjecC PrioriCies for the Federal- ) Aid tJrban System ) R~SOLV~D by Y.he Board of Supervisors of the County of Butte, State of California, that; WHEKEAS, the Congress of the United States has in the Federal-aid Highw Act of 1973 declared it to be in the national interest for federal £unds to be exgeaded for tran.sportation projecCs on the Federal-aid Urban System in the urban areas of But~e CounCy; and WHEREAS, Che Legi:slature of the State of California has enacted Chapter 201 of the Statutes of 1971, by which federal funds may be made available for use on countiy highways, city streets, state highways and public transportation faciliCies in accordance with the intent of the federal act; and WHEREAS, there exists a compelling need for improvement o£ streets and highr+rays and p~blic transportation facilities within the urban areas of'Butte County; and WH~REAS, the StaCe DeparCmenti of Transportation has required that a three-pear program be established £or the expenditures of Federal-Aid Urban Systein Funds; and WHEREAS, ~he SCaee law requires that a13. ~ederal urban highway and public transportation facilities be approved by the Butte County Association of Governments (SCAG) for conformance with the Regional Transportation Plan; and WHEREAS, before Federal-aid wili be made available for Urban System Projects within Butte County, procedures and criteria for detez~mini.ztg p?roject priorities of the three-year program must be subm~.tted to the State Department r '^ 1 2 3 4 ~ 8~ 6 7 8 9 1G 11 I2 13 I4 25 16 1'7 I 18 19 20 2I 22 23 24 25 26 -2- of Transportation for approval thereof; NOW, TIi~REFORE, BE IT RESOLVED that the Board of Supecvisors of Butte County requests that the following procedures and criteria enumerated below, for determining Rederal-Aid for Urban System Projects be approved by the State Department of Transportation tor utilization of 1973-74, 7.974-75, 1975-76 Fiscal Years' Program apportionments: 1. The Board of Supervisors hereby appoi.n,ts the Butte County Association ot Governments Transportation Review Committee which consists o£ repx'esentatives of all eligible cities, Sutte County and the Cali~forni.a Aepartment of Transporta tion to review all prajects for compliance with the project criteria, 2, Nominations of projects on the Urban Systems (1.995 Functional Classifi- cations System) shall be submitted to the Butte County Director o~ Public Works. These projects may be submi.tted by el.igible cities with.in the county, by the state, any ~utuxe pubJ.9.c transportation district and by the county, itself. 3. The submitted projects sha11 be referred to the BCAG Transportation Review Comm9.ttee as described above for review and the preparation of a recommended three-year program. The priorities of submitted requests wiZl be based on the following criteria: a) State o€ readiness (Status of plans, specifications, estimate, EIR, approvals, agreements, etc.) b) Benefit to freeways or freeway access. c) Transportation corridor benefit. d) Status of needed segments in adjacent jurisdictions. e) Bene~it to total transportation in people tr~s per day includfng existing or proposed public transportation system. f) Benefit to accident history. g) Traffic re7.a.e£ to other streets/roads. -3- 1 2 3 4 s 6 7 8 9 10 11 12 I3 1~ 15 16 17 18 19 20 2z 22 23 24 28 28 /~, The three-year program shall be referred to the city counci.ls of ' eligible cities for approval. Said approval shall require approval of the majority of the eligibie cities in Butte County and also tkee ci~ies representin.g the majority of population in Butte County as well as approval oP the Butte County Supervisors. 5. Said three-year program shail be forwarded by the Board of Supervisors to the BCAG for review of regional projeces as to conformance with the Regional Transportation Plan. 6. Subject program shall reflect the transportation needs of all peoples of urban areas both within and without the corporate boundaries. 7. Applicant may nominate more projects than can be funded from estimated revenues and determine which it chooses to fund from FAU "D" monies and which from its other funds so long as all projects are on Che approved FAU System (1995 Functional Classification System) and meet the crfteria in 3. above. 8. Said three-year program shall alsn be transmi~red eo ~he Direc~or of ~he DeparCmen~ of TransporCaCion for approva~. 9. Said Chree-year program sha11 be reviewed and revised each year eo include additzonal projecCs as snbmiCCed by eligible agencies. 10. The above grocedure for Che Chree-year program sha11 be revier~red nrithin one year to detern~ine whether necessary revisions Co the procedure are required.
