Bill 392, Chapter 912 Statutes of 19'72~ The S~ate Beach~ Park~
Recreational and His~oxical Facilities Bond Act of 1974; and
WHEREAS, this act was approved by ~he voters as Proposition
One in June of 19'74; and
WHEREAS, the Act calls for ~ach county to consult wi~h all
ci~ies and districts within the county which are authorized to
provide park and recreational services, the purpose of such
meetings being to develop a priority pLan for expenditure of
tne county's allocation of 19~4 ~ona ~unas; and
WHEREAS~ an ad hoc Fiecrea~ion Committee was appointed by
the Butte County Association of Governments to develop a prior-
aty pl.an for expenditure for But~e Co~unty; and
WHEREAS~ a priority plan f'or expenditure has been approved
by al1 ~he said cities and districts in the County and the ad
hoc Recreation Committee; and
WHEREAS, a Priori~y Plan for Expenditure~ a~~ached h~reto
as E~ibit "A", has been subznitted by the ad hoc Recreation
Committee.
NOTN~ THEREFORE, BE IT RESOLjTED that the Bu~~e County Board
of Supervisors has met in regular session to review the attached
priority plan for expenditure and approves said priority plan
for expenditure.

PRIORITY PLAN FOR EXPENDITURE
In accordance wzth the provisions of Section 5~96.86 oE Assembly Bi11 392,
chaptered as Chapter 912, Statutes o£ 1972, 2 prio"ri[y plan far expenditure
of the Cotal B~tCe County apporefonment of State Beach, Fark, RecreaCion&1 and
Historical Facilities Bond Act oi Z974 is being presented.
Definitions
a, Act. "P.ct" means the State Beach, Fark, Recreational, and Historical
Ftxcilities Bond Act of 197~ or the Z'Berg - Coll.ier Park Eond Act.
b. ALlocation. "A1location" means the amount of funds made available Co
ela.gibl.e agencies from Sutte County's total apportionment.
c. Applicant. "Applicant" means any public agency or political subdivision
.of the Sta~e eligible for, and applying for, Park bond ~ct funds. For the purposes
of the AcC, eligible agencies are counties, cities, and special districts author-
ized by law to provide public park and recreatiion services without undue restric~ions
placed on public uses.
d. Apportionment. "Apportionment" means that amount of funds allocated by
the State and msde available to Eutte County, `
e. Board. "Board" means E3utte Co[anty Board of Supervisors.
~. f. CommiCtee. "Committee" means ad hoc Recreation Committee as established
by the Butte County Association of Governments. •
g, Fund. "Fund" means the local Recreation Bond Act Fund, created by the
Z'Berg - Collier Park Bond Act. ~
General Frovisions
. a, Iacrease services, Encourage eligible agencies prav~ding a 100~ Ievel
o~ service or no services to accept their responsibility in the area of recreation.
This will primariiy be accomplished through the groject priarity allacation portion
of the plan. ~
b. Natchin~ funds. Require a11 eligible agencies desirin~ to submit projects
txnder the Acti to provi~e a minimur~ of 25% local matching funds of project(s) cost.
Reasans for a matching fund requirement are:• -
' 1. To haae eligible agencies make a committment in avoiding indiscrim-
inate expenditure of Park Bond Act funds; .
2. To help enable the funding of more projects within an agencies
~ 'aLlocaCion.
~c. Continued ~eration ?nd maintenance. itequire each eligible agencq to give
assurances and show capability £or continued operation and maintenance before a
project can be apQroved.

unused Parlc Bond Act £unds will revart to the 1oca1 £und. The Committee will

will be aliocate~ as £oliows:
~ a, Generel, dllocation. Fifty percent of the estamated $394,215 apportionment
• ($197,108) shail be alloc~ted on the basis of popuJ.ation toithin rhe five existing
park and recreati_on district boundaries and the population of the Greater Biggs -
Gri.dley area. The Bi~gs - Gridley area shaii be dafined as that sonthwestern
portzon of the county not within the boundara.es of an exisCing recreation and
park district.

b. Pro_ject Priority Aliocation. The rernaining 50% of the estimated
-apportionment ($197,i07) shall be allocated to an eligible agency or agenczes
based on the individual merits of the project(s),
As i.n the "General A1location," each agency must be willzng to match ~
at least 25~ of their tot11 project(s) cost. It is permissibl,e £or an agency to
utili.ze a portion of al~ the 257 matching requirement for pri.ority projects.

in any ca5e, the net fundable amount cai1Z not exceed 50/ of the total County's
apportionmenC plus an agency's "General A1location" for any one project. That is
the fundable ~mount fos a projett will not exceed the Priority Project Allocation
plus the agency's share of the General A1location.
In recommending specific projects for approval o£ Project Priority Allocation
funds, the Committee will put e~phasis on encouraging eligible a~encies providin~
a low level of service er no services to accept their responsibility in the area
of recreation. The Committee will aZso consider those projects thaC best fulfill
the purposes o£ the Act at the local level; areas of gre4test demand; ~zctivities
in the greatesC demand; and othe~ criteria as may be necessary to evaluate and
select one projecC over another on a non-discriminatory basis.
