Chapter 912 Statutes of 1972, the State Beach, Park, Recreational and
Historical Faczlities Bond Act of 1971a.; and
WH~REIaS, this ac~ was apprnved by the voters as Proposition One
in June o~' ~974; and
VtHREAS, the Act calls for each county ~o consult wr~th all citie5 and
c~i.stricts within the caunty wizich are authorized to provide park and
recreational serv~.ces, the purpose of such meetings being to develop a
priority plaiz for expenditUre of the county's allocation of 3971~ bond.
funds; and
WIiEREt1S, an ad hoc Recreation Committee was appointed by~ the Butte
County Association of Governments to develop a priority plan for
expenditure for Butte County; and
WF~REAS, the County of Butte, through the ad hoc Recreation
Commit-tee has consulted w:i.th said cities ~d dis~ri:cts and has prepared
a priority plan for expenditure of the County's al7.ocation, includin~
expendz~ure by e]~.gible cities and districts, said pian being attached
hereto as Exhibit "A" and which a1.so contains local control procedures
f'or Butte County; and
ti~I-IEftEAS, said priority p1an has been approved by at least 50 percen~
of ~he cities and districts representing 50 percent o.f the population of
the cities and districts withi.n the County, said ap~oval bein~ shown
as Exhib~.t °B" attached hereto.

Tn accordance with the provisions of Section 509b.~6 0~ Ass~mbly Bill 392,
¢haptered as Chapter 97-2, Statutes of 1972, a p~iority plan for expenditure of
the total Bu~te County apportionment of State Beach, Park, Recreational and
Historical Faci7.~.ties Bond Act of 1971~ is being presented.
Definitions
a. Ac~. "Act" means the State Beach, Park, Recreational, and Historical
FaciLita.es $ond Act of 1974 or the 2'Berg - Co1.lier Park Bond Act.
b. A1location. "Allocation" means the amount of funds made available to
e~.igible agencies from Butte County's total. apportionment.
c. Applicant. "Applicant" means any public agency or political subd9.va.sion
of the State eliga.ble ~or, and applying for, Park Bond Act funds. For the
purposes of the Act, e3igible agencies are counties, cities, and special districts
authorized by law to prova.d.e public park and recreation sextirices without undue
restrictions glaced on public uses.
d. Annortionment. 10Apportionment" means tha~ amount of flznds allocated by
the State and made avai.lable to Butte County.
e. Board. "Board" means Butte County Board of Supervisors.
f. Committee. "Committee" means ad hoc l~ecreation Committee as established
by the Butte County Association of Governments.
g. Fund. 'tFlznd" means the local Recreation Bond Act ~nd, created by the
Z'Herg -- Collier Park Bond Aat.

General Provisions
a. 2ncrease services. Encoux~age eligible agencies providing a~.ow level
of service or no serv~ces to accegt their r.esponsibility.in the area of recxeation.
This will primarily be accomp].a.shed through ~he pro~ect priority a~.location
of tha plan.
b. Matchin~ funds. Require all e3~.gible agencies desiring to subrr~it
projects under the Ac~ to provide a minimum of 25°fo local matchir~ funds of project(s)
cost. Reasons for a matching f'~uid requirement are:
1. To have eligible agencies make a commitment in avoiding
indiscrim~.nate expendi-~ure of Park Bond Act funds.
2. To help enab~e the f~u-ding of more projects within an agency's
allocation.
c. Con'tinued ~ration and maintenance. Req~i.re each eligible agency to
give assurances and show capability for continued operation 2.nd ma3ntenance before
a project can be approved.
d, Other nro.iects a,n_d unused £unds. Eligible agencies shall submit any
other project priorita.es to this Committee by May 15, ~97g so that they may be
reviewed and any unexpended or unused funding shal3 be real.located by this Committee
at that ta.me. The 25~o matching requirement shail. be maintained as a local control
procedure to ensure good faith and follo~-through on the part of the eligible
jurisdiction applying for funds.
