HomeMy WebLinkAbout74-162RESOLUTION ESTABLTSHTNG THE BUTTE COUNTY SA~E~Y PROGRAM wHEREAS, the Bu~te County Board of Supervisors recognizes tihe county's responsibility to provide safe working conditions for county wo~kers, and WH~R~AS, the Board of Supervisors desires to establish a plan ta insure that the county provides a safe work environment and that the employees work safely. NOW, THER~~ORE, B~ IT RESQLVED that the Board of Supervisors adopt the follow~ng safety program: A. PURPOSE. The Coun~y of Butte supports the concept that emp~oyees are the most valuable resource of'the County. Both human- itarian and financial conszderations dictate that the County should safeguard this asset with the greatest of care: The provisions of the State law relating to zndustrial accidents and workman's compen- sation mandate that the County provide a safe work environment and to insist that employees follow safe work methods. There~o~e it shall be the policy of the County of Butte to es~ablish and maintain a county wide safety and accident preventzon program to encompass every function, wherever located. Accident pre- vention shall be the direct responsibility of eaeh official (whether elected or appointed), department head, supervisor, foreman, and employee of this county. Each department head and office chief is responsible for tra~ning and motivating employees ~o practice safe work habits. Each emp~oyee is responsible for compliance wzth safety regulations and procedures. B. OBJECTIVE. The Butte County Safe~y Program is estab- lished ~o eliminate accidents. The resultant number of injuries, medicai and hospital costs, loss of productivity, and damage to countiy prop- erty, cause non-recoverable economic losses to the county. Statis- tics show that most accidents are caused by unsafe acts of individuals and/or unsafe working conditions. The basic objective of this pro- gram is to prevent the unsafe acts and eliminate unsafe work~ng conditions. The success of this program can be achieved by the complete understanding for its need and the positive support for its imp~ementation by all county officials, supervisors, and emp~oyees. C. PLAN. In order to fu1f~11 the objective, Butte County inztzates a Safety Program which shall include but may not necessarily be l~mzted to the following: l. Administration. The Safety Program shall be admin- istered and coordina~ed by the Personnel Director as the Safetiy Officer. 2. County Safety Commi~~ee. The County Safety Committee is established to develop an annual safety goal, ~o review and evaluate prag~am effectiveness, and to maintain an ac~ive interest in the county safety and accident prevention program among the county empioyees. The committee shall consist of a minimum of five members to a maximum of seven members. ~he committee shall be composed of ~he following persons or their designated representative: a) the Personnel Direc~or - Safety Of~icer b) the Public Works Director c) tihe Director of HeaZ~h Services d) the County Administra~ive Officer e) each recognized employee organization sha~l nominate one member. The committee sha11 select a chairman and develop rules and procedures for the conduct of ~he committee operations. The committee shaTl meet at least semi-annually and shall submit an annual report to the Board of Supervisors. D. RESPONSIBILITIES. I. The Personnel Director - Safety Officer sha11: a. Es~ablish and maintain an accident repor~ and record system. b. Screen injury reports and damage reports to ascertain problems which can be correc~ed and contact department of~icials to assist with implementation of corrections. c. Publish reports of injuries, programs, and costs. d. Assis~ department management in solving safety problems. e. Meet with employee represen~atives on mat~ers concerning the Safety Program. f. Develop t~aining programs, inspection programs, and informational campaigns as needed. g. Represent the County at intergovernmental safety conferences and workshops. h. Act as liaison between ~he County and ~he State Compensation Insurance Fund. i. Serve as Executive Secretary to the County, Safety Cozrurcittee. - j. Keep the Board of Supervisors informed of budgetary needs to carry out the Safety Program. 2. The County Saf'ety Commi~tee shall: a. Plan, revzew, and assess ~he effectiveness of the County Safety Program. b. ~valuate signi£'icant accident reports, injury reports, and statistics to iden~ify trends. c. Determine adequacy of correc'tive procedures to eliminate causes for accidents. d. Provide recommendations to the Board of Super- visors for county safety policy and procedural guid- ance. e. Review, assess, and encourage safety educa~ion and trazning for employees. f. Study and determ~ne requirements for impravement of the County Safe~y Program. g. Initiate major accident and safe~y investigations. h. Advise department officials of employee accident frequencies and recommend prevention procedures.. i. Coordinate the county response and ac~ion to CAL-OSHA inspection reports. 3. All elected and appointed depar~ment officials shall: a. TmpZement the Safety Program within their department and cooperate with the County Safety Comm~tte.e and Safety Officer in carrying out the objectives of th~ safe~y plan. b. Submit such reports of accidents as required by the Safety Officer or Safety Committee. c. Furnish inspection data pertaining to accident investigation. ' d. Post on bulletin boards or otherwise distribute among the employees written safety material as requested by the Safety Officer or Safety Committee. e. Take responsibZe action to assure that employees practice safe working habits. f. Advise th~ Safe~y OfFicer of CAL-OSHA inspections. 4. Al1 employees shall: a. Practice safe work~ng habits in the discharge of their du~ies. b. Comply with a11 safe~y rules and regulations. c. Promptly report a11 accidents to their immediate supervisor. d. Participate in organized safe~y training programs.
