HomeMy WebLinkAbout75-018WHEREAS, the economy of Butte and numerous otlzer Cali~ornia counta.es a.s dependent~ pra.maril.y, upon the cont3nued produc-~ivi~y and prosperity o~' the timber indus~ry, arid WHEREAS~ the timber indu.stry of California has already been put to an additional. expense of several million doll.ars annuall.y for compliance wi~h ~he ~973 Z'berg-Nejedly Forest Practice Act, an.d WHEREAS~ it a.s the statutory policy of the State of California~ expressed in the Forest Practice Act (,Sec. 4512 (c) P.R.C.) to encoura~e forest resou.xce management for timber pro- duc~ion while giving considera~ian tn othe~ resource and environ- mental values~ and WHEREAS~ the l.~gislative intent of the Forest Practa.ce Aet, as expressed in ~ec. ~513 P.H.C., was to create a eompre- hensive system o#' regula~ion of timberlands to assure contin.ued foxes~ product~.vity and "maximum" continued production of timber praducts while giving consideration to other environmental at~d resource v'alues, and W~IEREAS~ the State Board o~ Fo~estry was required to develop and has developed and adopted forest prac~ice rules ta accomplish th.e purposes of the Act incl.uding en.vironmental protection in accordance w~.th the requirements of Secti.ons ~-I-551-~+~91 P.R.G.~ and _ RESOLUTION REQUESTING ELIMINA~`I~N OF UNNECE~SAFiY ENVIRONMENTAL IMPACT REPORTS FOR TIMBER OPERATIONS WHEREAS, ~hese detailed and comprehenszve reguJ.at~ons adopted after many days of publzc hearings are for the purpose of maintaining the ~imber productivity so essential to the welfare of the people o~ Hutte Coux~ty and to the shelter and construction needs of the people a~d the~r dependent economies while providing for enviranmental protection in accordance with legislative intent~ and WHEREAS, the econo~y and livelihood of the people of Butte and numerous other counties is dependent~ primarily~ upon the continued produetivity and prosperity of the timber industry~ and NOW THEREFOR~, be it resolve& that the Board of Superv~.sors of Butte couz~.ty acequest the Governpr~ the Seoretary a~' Resources and the California Legislature to recngn.ize the Z.'berg-Nejedly: k'oxest Practice Act a~' 1973 as a special act settS.n.g ~'orth~ cora- prehensively~ th.e enviroz~mental protect~.on requirements whxch7 together wi~h specific applicabla statutss such as th.e Fxsh and Game and Water Qual3ty laws~ provi.de adequate environmenta]. protection whzle encouragxng t~,mber product~.on~ thus tt~aki.ng aflditional appli- cation of Environmental Impact Reports superfluous, causing a delay of 4 to 6 months in timber operations and necessi~ating additional expense of several million dol3.arso PASSED AND ADOPTED by the Bu~te Coun~y Board of Supervisors this lltl~,,,^ day of Feb~uary, 1975, by the following vote: AYES: Supervisors Cameron, McKillop, RichCer and Qtairman Ladd NOES : None ABSENfi: Supervisor Madigaa N02' VOTING: None ~ 1 '~, . - J Me A D~ Chairman of the Board of Supervisors ATTEST: CLARK Ao NELSON, Coun~y Clerk and ex-officio Clerk of the Board ~~-l:.~C.-~ `'~ '/~%~'l By 2. ._. __ . _: .. ~jl~I ~-
