"RED TAPE" RESOLUTION i WHEREAS, the League o£ California CiCies and the County Supervisors Association o£ California, representing the 412 cities and 58 counties of California, are vitally concerned wi.th the provision of publ9.c services at the least possible cost and in the most effective manner; and WTiE1tEA5, certain principles wili, if adhered to by higher levels of government, promote these twin goals of economy and efficiency through the elimiriation of unnecessary "red tape" and cumbersome administrative _ - --- ~.~ ~~~:~: ~` U ~ regu3.ations; NOW, THEREE'ORE, BE IT RESOT,VED that the County of BuCte recommend, support and encourage adherence to the following general principles to be followed in developing programs involving cooperation between local government entities and higher levels o~ government: 1. The principle that decisions xegarding purely~ local projects and programs be made at the 1oca1 level toward the end of reducing "red tape" through the e]imination of unnecessazy involvemenC of the state or ~ederal government; 2, Ttie approach of making block grants for transportation pur- poses directly to urban, urbanized and rural areas for allocation to loca7. projects and Co projects o£ regional significance in accordance with ehe regional mechanism developed through a cooperaCive process by the affecCed local genezal purpose governments within each area and without unnecessary involvement of tk~e state or federa~. government. 3. 'rhe federal and state governments should develop broad- ~_..,_, `brush procednral guidelin.es and general post audit com- 7J'r'J'rJ`~ -2- 1 2 3 4 5 B 7 S 9 10 I1' 12 13 14 15 18 17 18 I9 20 21 22 23 24 2S 28 pliance procedures under which federal and state funds could be uCilized, with fewer administrative regulat~ons. 4, There should be federal ce~tification and acceptance o£ state, city, and/or county ~andards and req~irements for purposes o~ meeting ail facets of federal raquirements, including environmeatal reviews, minimum wage requirements and equal employment opportunity requirements where such state and Iocal laws and procedures are equal to or greater than ~ede~al requiremenCs. 5. Cities and countiies must be allowed to establish the~r priorities and programs to meet their individual and unique 1oca1 ~ransporCation needs. 6. Loca1 government should work with the new nationwirte "Commission on Federal Paperwork" established pursuant to H,R, 16424 in pursuit of more streamlzned administrative procedures for operatzon of a7.1 ~ederal programs.
