the Medi-Cal program.
WHEREAS, the;;present Medi-Cal program presents significant
barriers to the citizens of Butte Countq obtaining medical care by
discouraging physicians from accepting Medi-Cal patients because of
a. Unfair, inadequate and delaped payment schedules.
b. Excessive and unnecessaxq paper work.
c. Unnecessary and inappropriate inte~ference with the
physicianTpatient relationsh~p by requirements for prior authorization,
restricted drug formulary, e~c.
WHEREAS, in spite of previous actions by the Butte County
Board of Supervisors, the Medi-Cal program continues to place undue
hardships on certain citizens of Butte Gounty because o£:
1. Certain unnecessary eligibility requirements.
2. Unnecessarily complicated and ditficult app~icarion
forms and procedures.
3. Certain unnecessary restrictions on the procedures of
the Butte County Welfare Department.
NOW, THEREFORE, BE IT 1ZESOLVED that the Butte County Board
of Supervisors utilize whatever mechanisms are necessary to effect
changes in the Medi-Cal progzam so that it will, in facC, fulfill its
Zegislative in~ent to provide necessary hign quality med~cal care to
the medically indigent citizens of Butte County.
