have brought about the unnecessary taking of a census five years after
the federal census, and
WH~REAS, this provision adds substantial cost to the taxpayers
of tlzis state, and
WHEREAS, the Department of Finance has been able historically to
make accurate population ~stimates, and
WHEREAS, even though said local census is not manda~ed; in a
growing county or city, ~aa.luze to take the census will result
in loss of Iarge amounrs of state subvention. Cities and counties
throughout the state find rhemselves having to expend funds to acquire
equiCable funding from the state, resulting in a considerab~e and
unnecessary expenditure of public ~unds.
NOW, THEREFORE, BE IT RESOLVED:
1. That the first paragraph of the Ztevenue an.d Taxation
Code §11005.6 be amended to read as follows:
"Once each calendar year, any county or city and county
whose population has been. increased substantially since
the last federal census a~~. ~ah~ek 1~as I~e~~ ax~ e~.r~me~a.~~ea
w~~h~~ ~ke ~~xe ~ee~ ge~}e~. g~eeee~~~g egg~~ea~~er~ t~x~e~
Eke ~sxge~~~s~ex e~ e~~i3e~ ~ke ~ede~a~ Bt~.~eex e~ ~ke 6eastxe e~
~ke-Be~a~~~ex~ e~ ~~r~s.r~ee may apply to the Department o~
Finance to estimate the increase in population. The Depart-
men~ may make ~he es~imate if in the opinion of the depart-
ment there is availab~e adequate information upon which to
base Che es~ima~e. Upon completion of the estimate, the
Departmen~ of Finance shall file a certified copy ~hereof
wi~h ~he depar~men~e of the Controller."
2. That a copy of this resolution be sent to the
HonorabZe Randolph Collier, Senator, First District, the Honorable
Pauline Davis, Assemblywoman and the Honorable Eugene Chappie,
Assemblyman, and to such other persons as this Board may direc~.
