RE30LUTION OPPOSING PROPOSED DECREASE IN FUNDING
FOR DRUG ABUS~ PROGRAMS
WFI~REAS, this Board has been made awa~e of ~he proposed
State decrease in fund.ing tor drug abuse programs, and
WHEREAS, not only is the proposed cut in financing an
across the board reduction of 15 percent, but also ~here is no
provision for cost of living incx'eases.
NOW, THEEtEFORE, be it resolved by this Board as follows:
1. This Board strongly opposes the proposed decrease in
funding on the following.grounds:
a. Individual case I.oads are averaging 50 per
counselor.
b. In ,Tuly of 1975 the Bridge ceased to function.
The drug portion of their services has not been replaced.
c. In Jv.ly o£ J.975 the County Schools drug educa-
tzonal project terminated for Iack of funds and. has not been replaced.
d. Butte County is e~periencing a distinct increase
in identified heroin adda..cti.on and prescription drug abuse.
e. The passage of SB 95 (marijuana decriminiZization)
wi11 not make a substantial decrease in DCRG expenses because only
8% of our workload has been in ~he area of marijuana diversion.
f. Methadone main~enance programs have been over-
£unded in the past. Sutte County does nor have a methadone maintenax~ce
program and savings will not occur in Su~C~e Cot~nty.
g. The report that drug abuse, particularly hard
narcotics, had reached its peak and was on the decreasa has only
recently been determined to be inaccurate, and in ~act, there is a
significant increase a~ the present time.
2o That this Board respectfully urges that the Legis-
lature, instead of decreasing this all important prog~am, consider
additions to take case o~ cost of lzving increases.
3. That a copy of th~s resolut~on be sent to ~he Honorable
Edmund G. Brown, ~r., Governor, the Honorable Pauline ~. Davis,
Assemblywoman, the Honorable Eugene A. Chapp~e, Assemblyman, and rhe
Honorab~e Rando~ph Co~lier, 3e~ator.
