HomeMy WebLinkAbout76-104ARESOLUTION N0.76-104A RESOLUmION AMENDING RESOLUTION N0. 62-5 {RULES AND PROCEDURES FOR THE ADMINISTRATION 0~' A MERIT SYSTEM) WHEREAS, the Board of Supervisors of the County of Butte finds it is in the interest of the County to amend certain provisions of Resolution 62-5 and, WHEREAS, certain personnel ru7.e changes are necessary to provide for the implementation of the pay and classi.fication p3an prepared by the State Cooperative PErsonnel Services as moda.fied, NOW, THEREFORE BE ZT RESOT~VED ~hat Resolu'tion No. 62-5 is amended to read as follows: l. SECTION 5.3 ALLOCATTON OF' POSITIONS. The number and classific~tion of permanent positions sha11 be as approved by the Board of Supervisors in the salary ordinance. No department head shall appoint more employees to a class of position than is provided in the salary ordinance except that a new employee may be appointed to a position not more than ten (10) working days before the employee being replaced is separated. 2. SECTION 5.3a SPLZT POSIT~dNS. The Personnel Dzrector may authorize Physician, Psychiatrist, and Psychologist positions to be filled by less than ~'ull-t~.me employees in any number so long as the total aggregate ta.zr~e a.n each class does not exceed the full time equivalent of' the positions authorized in the salary ordinance. 3. SECTION 6.4 COMPENSATTON PAYMENT PROCEDURE. a. Schedul.e of Payrrients, Notwithstanding any provisions of' this resolution to ~he contrary, ad,3ustmen~s to the bi-w~ekly salaries for ra~es shown in Section 3(B) and Section 4 o~' the Salary Ordinance shall be rounded to ~he nearest whole dollar. ~'or the purpose of s~t~ing pay periods throughout ~he year beginning January l, 1972 each bi--weekly pa~* period will commence on Saturday at 12:01 a.m. and will end at 12:00 Midnight on the second Friday following. Each 14 day bi-weekly period. will normally encompass 10 assigned compensated clays including holidays for regu].ar employees. l~egular employees performing less than full time services during any bi-weekly period shall be compensated on a prorata basis, the ratio being the percentage of time worked to the aforesaid bi-weekly period. Regu~ar em.ployees performing ].onger work days but shorter work weeks shall be compensated on the basis of fu11 time equivalent of work performed. Extra help employees shal.l be paid on an hourly basis for hours actually work~d. Said hourly rates shall be computed by clividing ~he bi-weekly rate f'or the assigned classification by the product of' the daily assigned hours, multiplied by 10 and rounded off to the nearest 1. cent. -2- b. Certifica~ion. Each depar~ment head shall at the ~ime he submits his payroll to the Auditor certify that each employee has perfo~med the number of days of work shown on the payroll. The Auditor sha11 not issue a payrol7. warrant urzless tihere is an authorized position supported by a valid personne~ action form to substantiate the rate shown on the department payroll for each employee. The Personnei Director shall determ~.n.e and certify ~he payro~l of the employees of the Auditor before payro7.1 warrants are issued to such emp3.oyees. c. Separation. When. an employee Ieaves county service for any reason, his department head may immediately prepare a special payroll, certify i~ as provided in this section and submit it to the Auditor who sha11 issue a warrant. 4. SECTION 6.17 SPECTAZ, PAY PROVISIONS. a. Incumbents in ~he positions of Attorney I, II, ~II, IV and Assistant District Attorney as listied in the salary ordinance may recei.ve merit advancements at (6) six month int~rvals upon recommendation of the department head and approved by the Personnel Director, b. A Cons~able who is an incumben~ in a position authorized ~o be paid additional compensation as a Deputy Sheriff T or II continue in such capacity at ~he discretion of the Sheriff subject to budget limitations. Such assignment 3s for pay purposes only and incumbents do not accrue merit systi~m status under these rules. -3- 5, SECTION 7.5a UND~RFILLIVG. When the Board of Supervisors allocates a position wzth alternate staffzng levels in the sa~ary ordinance, the appointing authority, with ~he approval of the Personnel Director, may fill a position wz~h a lower classification of the same series. 6. SECTIQN 7.8 SPECIAL CLASSIFICATrON FLAN. The implementation of ~he classi~ication and salary plan ~eveloped by the State of California Cooperative Personnel Services anfl as modified by the Personnel Depar~ment and approved by the Board is as follows: a. A~locations to the job classi~ications shall be made basically under the positzon reclassification rule, 6.13. b. Employees whose positions were affected by downward pay adjustments will not receive a pay cut, but will be moved to a step ~n the pay range equivalent to their current ra~e or be "Y" rated. c. Employees rec~assified as a result of the survey will not have a chan~e xn anniversary flates except employees reallocated to the "A" step of the salary range whose current anniversary date falls more than six months aftier the implementation date shall receive a new annives~sary date of July 10, 1g76 and sha11 be eligible for advancement to ~he "B'T step upon completion of six months service. -4- d. Employees assigned to new c~~ssifications will be considered under the county merit system as having met ~he proba~ionary period for the class if the~ had permanent status in their former class. e. Al~ employees occupying regular help positions on July 10, 1976 shall be recognized as meeting the minimum standards and shall be eligible to serve in the new class to which they are assigned.
