WMEREAS, th~s Board ~as reviewed the provisions of
Proposition 1~, and
WHEREAS, Proposition 14 gives to the presert~ly existing
Agricuitural Labor Rela~ions Board a b~ank check ta expend as
much of th~ pubiic funds as it deer~s necessary, and
WFIER~AS, ~f Propositior~ 1~ 7s enacted ~nto ~aw, such
7aw wau7d became ~nf7exib3e in tha~ an amending initia~ive cou~d
anly be presEnted two years hence and i~ would bring a~out a most
unfor~unate inf1exibili~y, and
4~H~R~AS, Propositian 14 stacks the deck against
agr7culturaT workers by making it nearly twice as hard for them ~o
vote ou~ an ~~poss~ble union, and
WHER~AS, Proposition 14 wi~~ br7nq abou~ the invasian
o~ ~he ~rivacy of the workers requir3ng an ~mployer to g3ve names
and addresses of his employees to any person w~thou~ ~he employe~.s`
know7edge or permission, and
WHEREAS, Proposition 74 gives labor organizations -~he
right ~o i~vade private proper~y wi~haut the owner's permission
or for that mat~er ~he workers themselves expressing any interest
there7n, r~otwi~~s~anding any disrup~ive conduct, and
WN£REAS, Propos~t~on 14 grants ~o a non-e~ected, r~on--
ju~icia~ bureaucrat~c board power to assess ~rinie damages for
unfa-ir labor practices, even i~ commi~~ed unknowingly by a

~hat it ~s not ~n the public inter~est that Praposition 14 be enacted
into 7aw.
