RESOLUTION ESTABLISHING PR~CEqUR~S F'OR DETERMTNATION
OF COSTS FOR PREPARATION QF ENVIRONMEN7aL TMPACT REPORT5
WHEREAS, it is necessary to establish procedures for
determining costs of preparation of environmental impact reports
for both public and private projects.
NOW, THEREFORE, BE IT RESOLVED by the Butte County Board
of Supervisors that the fol1owing procedures for determining costs
of preparation and administration of environmental impact reports
be established:
PRTVATE PROJECTS: The applicant shall pay all costs
incurred for administration and preparation of an environmental
impact report up to and including certificatioro of t~e final
environmenta7 impact report.
7he Environmental Review Coordinator shall estimate
costs associated with the preparation and administration of the
environmental impact report. In preparing the estimate of costs
for environmental impact report preparation and administration,
the Environmental Review Coordinator shall inc3ude public hearing
attendance, printing costs and any ot~er relevant expenses incurred
by ~he county. In estimating the costs of persannel time, the
Environmental Review Coordinator shall multiply the hourly salary
rate of county employees invalv~d in the preparation and adminis-
tration of tha environmental impact repor~ by a factor of 2.
The applicant shall deposit the amount estimated by
the Environmen~al Review Coord~nator for preparation and adminis-
tration of the environmental impact report with Butte County.
If the actua7 preparation and administration costs are
less than the amount deposited by the applicant, the remaining
amount of money shall be returned. If the costs of preparation I
are greater than the estimate, the applicant shall pay the addi-
tional amount. ` ~
When an environmental impact report is required for a
subdivisi~on, any amount of the fee deposited for initial review nat
yet expended, shall be credited towards the prepara~ion and
administration of the env~ronmental impact report.
PUBLIC PROJECTS: For public projects, the Environmental
Review Coordinator shall charge actual time and expenses used in`the
preparation and administration of the environmental impact report .`
