Tha fee for a multiple project shall be computed as ~he s~un of the l~.ighest project ~ee plus SO percent of each additional p~ojec~ ~ee. PROCEDURES FOR DETERM~NATTQN OF COS~S ~'OR PREPARATION OF ~NV~RONMENTAL IMPACT REPORTS Private Pro~ects: '~he applicant shall pay all costs z.ncuzred for admia~is~ration and pr~paration of an envirnn~nenta~ impact report up to and including certification of the fin.al environmental imAact repox~. ~he ~nvironmental Revi~~w Direc~or sha11 estimate costs associated with the preparation and adm~n~stration of the envi~an= menta~ ~mpact report. In preparing the estimate of costs for environnren~al impact report.preparation a~d administration, the Environmen~a~ Review Director sha11 ~ncl~de public hearing attendance, pxinting costs, consultant's fees, ~f any, and any other relevan~ expenses ~ncurre~ by the coun~y. In esti~a~ing the costs of personnel time, the Environmen~a~ Rev~ew Director sh~11 multiply the houzly salary rate o~ cou.nty employees involved in the ~reparation and adminis~~a~~on of the enviornmenta~ impact re~or~ by a factor of two. The applicant sha11 deposit the amount es~imated by the Environ- mental Rev~ew Di~ector ~or preparatian and administra~ion of ~he environmental ~mpact report with Bu~te County. If the actual preparation a~d administration costs are less than the amount deposited by the appl~can~, ~he remaining amount of money sha~l ~e ret~rne~. If ~he costs af preparation are g,reater ~han ~he estimate, the applicant shal~ gay the ad~itional amount. In de~erin~n- ing actual preparation and adminxs~rat~on costs, personnel costs shall be determined in the same manner by the Environmen~al Review Director, as when estimating cos~s o£ pe~sonnel tirne. Wh.en an environmental impact report is requ~red fo~ a subd~vision, any amount of the fee deposited ~or ~n~tial ~eview not yet expended, shaZ1 be czedited towards the preparation and administration of the ~nvironmental impact report.
