HomeMy WebLinkAbout77-073~.,.-. v.,...v.. ~..x, ~. v o r r r-~ RE~OLUTION ESTABLISHING CETA YOt7~H CO~JATCIL WHEIt~AS, ~he Butte County Boaxd o£ 5upervisors is the Prime Sponsor for prog~'ams fund~d u~.dex' Che Comprehensive Empl.oytnent an.d Training Act of i973, and; WHEREAS, t~e Baard of Supex~viso~s finds it to be in the ir~te~ea~ af the peopl.e of the coun.ty ta spo~sor such programs which pro~rxd~ work experfence and ewployinent services for eligible yauth residing with3.n the cou~ty, and; WHEREAS, ~he provisions of T3tle ~~I of ~.he Camprehenszve Employment and Training Act specifical.ly 3.nvolving Summ~r Programs for ~conomicall.y Disadvan~aged Youth (SPEDY) r~qu~.~e the cxeat~.on of a Youth Counci~ for the p~anning and review of the Summe~ Youth Prngram, NOW, ~HEREFORE BE ZT RESaLVED, that the Baard of Supervisors hereby es~ablishes the Butte County CE~A Xouth Council. as fol3.ows: PURPOSE - The purpose of ~he GET,A~Youth Council will be to submit to the Be~tte Countiy Manpower P1ann~.ng Cnuncil. recommendation5 regarding ~.he plann~.ng and review oF tha Summer Youth Pxogram funded under Title YYI for ~he Comprehensive Employm~nt and Training Act of 1473. ORGANIZAT~ONS - The CETA Youth Counci~. shaZ1. consis~ of 12 voting members. '~he Counci~. sha1.3. be appo~nted by and serve at the pleasure of ~he Putte Caunty Board of Superv3.sors. The 3nc~uding at ~eas~ nne member £rom the fol~owing sectors: a~g~cul~ure, business, c~ient community, commun~ty based organizations, education, labor, 1oca1 goverxunen~, and the local office of the Emplay~.ent Development ~epar~rnent. Represen~atiion for these sectors shall be thro~gh the same representatives as appointed to ~he Manpower Planning Council. ~~ addztion, ~he Youth Council shall include at least ane represen~ative from vocationa~'education, a youth-oriented organ~za~iQn, and a youth representative. The Cha~zman o~ the Manpower Planning Council shall serve as the Chai~nan of ~he You~h Counci~. Counci~ members sha~1 serve without compensa~~qn, however, members may be reimbursed for ~rave~ or other expenses consistent wirh County po~icy and as au~horized by budge~ appropraations apgxoved by the ~oard of Supaxv~sars. MEETINGS ~ The CETA Xouth Council sha~1 meet at least annua~~y at a time and place se~ected by said counci~. SpeciaX meetiings ~ay be called pursuant to the app~icable gavernment code sections. The council may adopt rules of procedure fa~ the ~onduc~ of zCs ~us~ness. A ma~or~tp of m~mbers sha~Z.cons~itute a quorum, prov~ded however, that any action taken by the counc3l must be done by a majaxity vate af a~l membexs of the counc~~. : STA~'F - The Bu~te Counry D~rectar of Persannel and Manpower Pragrams shal~ serve as a 5ecretary to the CETA Youth Gouncil and shal~ provide, administex, and supervise professionax, technica~, and clexical s~a~~ services subjec~ ~o the ~~mitation of the -2- PASSED AND ADOPTED by the Board o~ 5uperv~sors ~nis ~L~ day of May, 1977, by the faZ~owing vote: AY~S:Supervisors Lemke, Madigan, Moseley, W~nston and Chairman Richt~r NOES:None A~SENT : ~ione NOT V4TZNG:None c~ EI2TTARD b.
