Butte f~nds it to he in the interes~ oF the county to amend the
personnel rules.
NOW, ~HEREFORE, BE IT RESOLVED, the ~oard of Supervisors
of the County of Butte hereby amends section 2.38 of the personnel
rules of the County of Butte to read as follows:
2.3a MANAGEMENT COU~CIL.
An organ~zation composed of county department heads
including elected o~ficials and appointed officials.
The management council shall meet upon call by the
Administrative Officer.
NOW, BE ~T ~URTHER RESOLVED, the Board of Supervisors
of the County of Butte amends section 11.7 of the personnel
rules of the County of Butte to read as follows:
11.7 POLICY AND STANDARDS FOR DETERMINAT~ON OF
APPROPRIATE UNZTS.
The policy objectives in determining ~he appropriateness
o~ units shall be the effect of a p~oposed unit on
the efficient operatiians of the County and its compati-
bility wzth the primary responsibility of the County
and its employees to effectively and economically
serve the public, and providing employees with
effective representation based on recognized communzty
of intierest considerations. These policy objectives
require that the appropriate unit shall be the broadest
feasible grouping of posi~ions that share an identifiable
community of interest. Factors ~o be considered shall
be:
a. Simzlarity of the general kinds of work
performed, types of qualifications required,
and the general working conditions.
b. History of representation ~n the County and
sirnilar employment; except however, that no
unit shall be deemed to be an appropriate unit
solely on the basis of the extent to which
employees in the propased unit have organized.
c. Consistency with the organiza~ional patt~rns
of ~he County.
d. Number of employees and classifications, and
the effect on the administration of employer-

employee relationship of dividing a singZe or
related classifica~ions among twa or more units.
Notwithstanding the foregoing provis~ons of these
rules, appointed department heads as des~gnated in
the salary ordinanee and ~n these rules shall be
excluded from representation in any unit, all other
management and confident~al employees shall be included
in a unit consisted solely of management or confidential
emp~oyees and supervisory employees may be required
to be ineluded in the unit consisting sole~y o£
supervisory employees. Professional employees shall
not be denied ~he right to to be represented in a
separate unit from non-professional employees.
The Employee Rela~ions Officer sha11, after notice
to andconsultation with affected employee organizations,
allocate new c~assifica~ions or posz~ions, delete
eliminated elassificationscof positions from uni~s
in accordance with the proviszons of this section.
PASSED AND ADOPTED by ~he Butte County Board of
Supervisors this l~th day of June, 1977, by the following vote:
AYES: Supervisors Winston, Moseley, Lemke, and
Chairman Richter
NOES: None
ABSENT: Supervisor Madigan
